There needs to be "outstanding", feasible policies to develop Ho Chi Minh City.

Presenting the Government's report, Deputy Minister of Planning and Investment Do Thanh Trung stated that the goal is to build unique and superior mechanisms and policies to create an effective legal basis for unleashing the potential and advantages, creating breakthroughs, and resolving bottlenecks in the socio-economic development of the city, contributing to the construction and development of Ho Chi Minh City by 2030 with a vision to 2045 as set out in Resolution No. 24-NQ/TW, Resolution No. 31-NQ/TW of the Politburo and Resolution No. 81/2023/QH15 of the National Assembly.

The resolution stipulates the piloting of several specific mechanisms and policies for the development of Ho Chi Minh City regarding investment management; finance and state budget; urban management and environmental resources; priority sectors for attracting strategic investors to the city; science and technology management and innovation; and the organizational structure of the Ho Chi Minh City and Thu Duc City governments.

We need outstanding and feasible policies to develop Ho Chi Minh City (Figure 1).

The draft Resolution stipulates the piloting of the Transport-Oriented Development (TOD) model for urban development; expands the scope of public-private partnership (PPP) investment to include projects in sports, cultural industries, museums, historical sites, and cultural heritage; and allows cities to apply BOT contracts for projects involving the construction, upgrading, expansion, and modernization of existing road infrastructure.

The city implements investment projects under BT contracts; it decides on the use of city budget funds and allocates investment preparation funds and annual budget estimates to pay the investor based on the value and progress stipulated in the BT contract.

The draft Resolution stipulates priority sectors for attracting strategic investors; the conditions that strategic investors need to meet; the procedures for registering and implementing projects and selecting strategic investors; and the incentives that strategic investors are entitled to.

The draft Resolution stipulates the transfer of state management functions regarding food safety; it stipulates that the City People's Council shall decide on the structure and number of officials and civil servants in wards, communes, and towns; decide on the number, titles, and policies for part-time personnel in wards, communes, and towns; and decide on the allocation of city budget to pay additional average income at a rate not exceeding 1.8 times the salary level and position.

During the session, delegates expressed their support and agreed that having superior policies is necessary not only for the city but also for the Southern Key Economic Region and the entire country.

The delegates also noted that the proposed policy scope is quite broad, covering many areas; some policies are new, directly impacting the budget, people's lives, and society, and contain many regulations different from current laws. Therefore, to have a solid basis for decision-making, it is suggested that the impact assessment report should be specific, covering both positive aspects and difficulties, challenges, and adverse impacts during implementation; it should be more detailed regarding output results; especially policies affecting budget revenue and expenditure; and the resources for implementation.

The delegates also emphasized that new policies need to be "breakthrough" and "outstanding," in line with the spirit of Resolution 24-NQ/TW, Resolution 31 of the Politburo, and Resolution No. 81/2023/QH15 of the National Assembly, but they also need to be feasible, focused, and not spread too thinly; avoiding the misuse of policies that lead to losses and waste.
