Granting Cooperative Certificate to Dalat Horse Carriage Service

The Department of Economics, Infrastructure and Urban Areas of Xuan Huong Ward - Da Lat (Lam Dong) has just issued a cooperative registration certificate to the Da Lat Horse Carriage Service Cooperative.

On September 2nd, Mr. Le Viet Dong, a member of the Da Lat Horse Carriage Service Cooperative, said that the households operating horse-drawn carriage services for tourists around Xuan Huong Lake were very happy to have just received the cooperative registration certificate for the Da Lat Horse Carriage Service Cooperative.

"Although we are still waiting for approval from the Lam Dong Provincial People's Committee before we can resume operations, this is a great joy for the members of the Da Lat Horse Carriage Service Cooperative," Mr. Dong added.

Following the issuance of the registration certificate for the Da Lat Horse Carriage Service Cooperative by Xuan Huong Ward, it is hoped that Lam Dong province will allow horse-drawn carriage services to operate around Xuan Huong Lake for tourists.

As Thanh Nien newspaper has reported, horse-drawn carriage transportation around Xuan Huong Lake has been a long-standing practice. This activity attracts many tourists who come to visit and experience the romantic beauty around Xuan Huong Lake, and it is also a unique tourism product that creates a distinctive feature of Da Lat for visitors.

However, from February 25, 2025, the People's Committee of Da Lat City (formerly) issued a document instructing the Urban Management Department to coordinate with the Da Lat City Police (formerly) to erect signs prohibiting horse-drawn carriages from operating around Xuan Huong Lake. The reason given was that this activity was not in accordance with regulations because it was not registered as a business, did not display prices, did not account for revenue and expenses, and did not pay taxes to the state authorities. Therefore, it posed a potential risk to traffic safety; the carriages carried many people without any traffic safety warnings; and the carriages lined up along the road affected other vehicles.

Following instructions from Da Lat City, Mr. Le Viet Dong and about 10 other horse-drawn carriage businesses operating to transport tourists moved their carriages into the Tuyen Lam Lake tourist area, but were also not allowed to do so and were ordered to stop by the management board of the tourist area.

From mid-August 2025, the People's Committee of Xuan Huong Ward, Da Lat City, together with the Department of Agriculture and Environment of Lam Dong Province, have agreed to allow pedal boat services on Xuan Huong Lake to resume operations to serve tourists.

By mid-August 2025, the People's Committee of Xuan Huong Ward, Da Lat City, and the Department of Agriculture and Environment of Lam Dong Province have agreed to allow the pedalo service on Xuan Huong Lake to resume, to meet the actual needs of tourists during the summer and the National Day holiday on September 2nd. The activity of pedaling on Xuan Huong Lake to enjoy the scenery and relax, a symbolic feature of Da Lat tourism, has existed for over 30 years and is popular with tourists.

Thus, after months of the former Da Lat City People's Committee banning pedal boats on Xuan Huong Lake and horse-drawn carriages carrying tourists around the lake, the Xuan Huong Ward People's Committee in Da Lat is now gradually "removing" these restrictions to meet the actual needs of domestic and international tourists visiting Da Lat for sightseeing and relaxation.
