On the second working day of the 32nd session of the 16th term of the Hai Phong City People's Council, many delegates spoke to promote socio -economic development in the 2026-2030 period, with the opinion of delegate Do Duc Hoa, Secretary of the Party Committee and Chairman of the People's Council of Kien Hai commune (Hai Phong City), being particularly noteworthy.
To allow tourists to truly experience a high-quality and unique tourism experience in Hai Phong, City Council representative Do Duc Hoa proposed adding nighttime entertainment areas to serve tourists. "Here, I'm referring to the night-time economy model because it's a model that has been implemented and developed very effectively in some advanced countries," Representative Hoa emphasized.
He cited examples of many localities such as Hanoi , Ho Chi Minh City, Da Nang, and especially Quang Ninh – which is right next to Hai Phong – that have effectively exploited the night-time economy model.

People's Council representative Do Duc Hoa suggested that Hai Phong should focus on developing its night-time economy to attract and retain tourists.
Hai Phong has set a target of over 16 million tourists visiting the city in 2026. Representative Hoa argued that if tourists only stay out until 9:30 PM or 10:00 PM before returning to their hotels to rest, such a short period of time is very wasteful.
He argued that if just a small fraction of the 16 million visitors each spent a small amount more on nighttime entertainment, revenue for businesses and the national budget would increase significantly.
Therefore, through this session, delegates also hope that their opinions will be taken into account to advise the City People's Committee on effective solutions to attract tourists and increase budget revenue for Hai Phong City in the future.
Reportedly, in October 2025 alone, Hai Phong's tourism sector welcomed and served nearly 1 million visitors, exceeding the set target and increasing by 7.76% compared to the same period last year. For the first 10 months of 2025, the city is estimated to have welcomed 12.87 million visitors, reaching 89.19% of the annual plan and increasing by 27.06% compared to the same period in 2024.
These impressive figures not only demonstrate the growing appeal of Hai Phong tourism but also affirm the industry's strong momentum during this new transformation phase. In particular, after the consolidation of management agencies, Hai Phong tourism has seen positive development in both scale and quality.
The city has also been developing a "four-season tourism" model – a sustainable approach that yields long-term economic benefits.
In this context, developing the night-time economy is expected to fill the missing piece, helping Hai Phong enhance the visitor experience and create a sustainable source of revenue in the coming years.
