In the context of fluctuating market prices and changing travel and conference expenses, the issuance of Resolution No. 09/2025/NQ-HĐND is necessary to adjust expenditure levels more appropriately, alleviate difficulties for officials, civil servants, and employees on business trips, and create a unified legal basis across agencies and units. For the Department of Finance – the agency responsible for advising on financial and budgetary management – updating, disseminating, and seriously implementing the new regulations is even more crucial to ensure transparency, efficiency, and avoid errors. Therefore, the thematic discussion aims to exchange ideas and raise the general awareness of Party members in the branch, thereby creating unity in understanding and action, and enhancing the responsibility of each individual in correctly implementing the new regulations.
Accordingly, the scope and specific expenditure levels of Resolution No. 09/2025/NQ-HĐND dated November 13, 2025, of the People's Council of Ca Mau province, stipulating the expenditure levels for official travel expenses and conference expenses in Ca Mau province, are as follows:
1. Regarding the scope and subjects of application
This resolution applies to state agencies, public service units, political and social organizations, associations, and units using state budget funds within the province. The expenditure limits apply to officials, civil servants, employees, and members of the People's Council when participating in assigned activities.
2. Regarding travel expenses
- Travel expenses will be reimbursed based on actual invoices; expanding the criteria for purchasing airline tickets according to job titles and allowance coefficients.
- Accommodation allowance: increased to 300,000 VND/day for work outside the province (an increase of 100,000 VND compared to the previous Resolution); within the province, the rate is 200,000 - 300,000 VND depending on distance (an increase of 50,000 to 100,000 VND compared to the previous Resolution); for work in coastal and island areas, the rate is 400,000 VND/day (an increase of 150,000 VND compared to the previous Resolution).
- Accommodation allowance: Specific regulations apply based on position and location, with two payment methods: based on actual expenses and lump-sum payment. The maximum allowance is up to 2,000,000 VND/room/day for senior leaders based on actual expenses (an increase of 800,000 VND compared to the previous Resolution) and 1,600,000 VND based on lump-sum payment (an increase of 400,000 VND compared to the previous Resolution).
- Monthly allowance for business trip expenses: a maximum of 700,000 VND/month for cases involving more than 10 business trip days per month (an increase of 300,000 VND compared to the previous Resolution).
3. Regarding conference expenses
- Refreshment allowance: 50,000 VND/session/delegate (an increase of 30,000 VND compared to the previous Resolution).
- Guests who do not receive a salary will be reimbursed for meals, travel, and accommodation at a rate that reflects actual costs. Specifically, meal allowances for meetings held in the province are 200,000 VND/day/person (an increase of 50,000 VND compared to the previous resolution), and for meetings organized by communes and wards (regardless of location): 150,000 VND/day/person (an increase of 50,000 VND compared to the previous resolution).
- Remuneration for speakers and lecturers shall be applied in accordance with Circular No. 40/2017/TT-BTC dated April 28, 2017, of the Minister of Finance regulating the regime of travel expenses and conference expenses, and Circular No. 12/2025/TT-BTC dated March 19, 2025, of the Minister of Finance amending and supplementing a number of articles of Circular No. 40/2017/TT-BTC.
4. Compare the new regulations with the old regulations.
The new support level under Resolution 09/2025/NQ-HĐND is higher than the old support level under Resolution No. 27/2023/NQ-HĐND dated December 6, 2023, of the Ca Mau Provincial People's Council regulating travel expenses, conference expenses, and hospitality expenses in Ca Mau province, and Resolution No. 13/2017/NQ-HĐND dated December 7, 2017, of the Bac Lieu Provincial People's Council on promulgating regulations on travel expenses and expenses for organizing conferences in Bac Lieu province. This is more in line with current price levels, as the costs of food, travel, and conference organization have increased compared to the period before 2023. Therefore:
- This helps reduce the financial burden on delegates and guests who do not receive salaries from the state budget and participate in meetings and conferences of government agencies.
- Improve the quality of conference organization, as higher budgets allow for better arrangements, ensuring comfort and creating an environment where delegates can focus on specialized discussions.
- This will limit irregular payments, which can occur when support levels are lower than the actual needs, thereby contributing to greater transparency in public financial management.
- Encourage full participation in important meetings and conferences, especially for delegates who are not on the state payroll or live far from the venue.
Notably, the new Resolution no longer stipulates the spending limits for entertaining guests; this content remains in accordance with Resolution 05/2019/NQ-HĐND dated December 7, 2019, of the People's Council of Bac Lieu province (formerly). The Department of Finance will advise on issuing a replacement resolution in 2026.
Furthermore, this Resolution only stipulates a maximum ceiling; therefore, financially autonomous units must issue internal spending regulations to specify appropriate spending levels based on the unit's actual situation. When making payments, all necessary and valid supporting documents must be provided, ensuring the correct recipient and content. In case of amendments or additions from higher-level documents, the new regulations shall apply.
In summary, the issuance of Resolution No. 09/2025/NQ-HĐND is necessary and timely, contributing to standardizing the expenditure levels for official travel and conference expenses, in line with current spending practices and the existing legal framework. Party Branch 1 – Department of Finance identifies the study, understanding, and implementation of the Resolution as an important task, aiming to improve the effectiveness of financial and budgetary management, ensuring the economical, transparent, and compliant use of funds.
