
Timely resolution of difficulties
In early April 2025, the US government unexpectedly announced retaliatory tariffs of up to 46% on several Vietnamese export items. This policy created significant pressure on the export activities of businesses, especially those whose main market is the US.
In response to this situation, in mid-April, the Customs Sub-department of Region 3 proactively organized a direct working session with Pegatron Vietnam Co., Ltd. at the Dinh Vu Economic Zone to listen to and promptly resolve the difficulties.
During the working session, Mr. Guo Da Wei, Deputy General Director of Pegatron Vietnam Co., Ltd., requested assistance with customs clearance even on holidays to ensure timely export of goods during the temporary suspension of reciprocal tax application. Responding to the proposal, the leaders of the Customs Sub-department Area 3 directed relevant units to deploy personnel to work 24/7, providing maximum support to the enterprise in clearing raw materials and ensuring the progress of production and export of finished products.
“60% of our company’s products are exported to the US market. The US decision to impose tariffs has greatly affected our operations. Thanks to the timely support of the Customs Sub-Department of Region 3, shipments were exported on time, ensuring the company’s business plan,” said Mr. Guo Da Wei.
In addition to supporting large businesses, the Customs Department of Region 3 also regularly organizes direct working sessions with businesses in the area to promptly identify and resolve difficulties. Recently, the department worked with Aurora Vietnam Footwear Industry Co., Ltd. (Thuy Nguyen Ward) to address issues related to import procedures for raw materials and export procedures for finished products.
According to Mr. Fu Chang Lu, the company's director, Aurora Vietnam is a 100% foreign-invested enterprise and a strategic partner of many global brands such as Nike, Converse, and Puma. "Customs Region 3 always provides effective support in import and export activities. This is the foundation that allows our company to invest confidently in Vietnam for the long term," Mr. Lu affirmed.

Strengthening cooperation
With the goal of maintaining and developing sustainable partnerships, the Customs Sub-Department of Region 3 implements a series of solutions to support businesses. Annually, the unit issues a plan for developing customs-business partnerships and relationships with relevant parties to promote business participation in the customs reform and modernization process. Subordinate units regularly organize customs-business meetings to understand and resolve difficulties and obstacles faced by businesses operating in the import, export, and logistics sectors.
In the context of a challenging export market, the customs office proactively strengthened relationships with key partner businesses in the locality. Numerous information exchange channels were established through applications such as Zalo, Viber, and Facebook, facilitating policy updates and quick procedural support. Relevant legal documents were also sent regularly, ensuring businesses received timely and accurate information. At the beginning of 2025, when information about the US retaliatory tariffs was announced, the customs office immediately directed its subordinate units, such as the Hai Phong Export Processing Zone and Industrial Park Customs, to implement comprehensive measures to support businesses. The unit assigned officials to work 24/7 to ensure the rapid customs clearance of goods, raw materials, and machinery for production and export by businesses.
In addition, the branch office regularly coordinates in receiving and responding to suggestions from businesses, thereby contributing to the improvement of policies and creating a more favorable, transparent, and efficient investment environment. Since the beginning of the year, the unit has met and held dialogues with hundreds of import and export businesses in the city. These include many large companies such as Toyota, Honda, Mazda, Ford, etc.
According to Tran Manh Cuong, Head of the Customs Sub-Department of Region 3, the sub-department always clearly defines its role in accompanying businesses to understand their difficulties and obstacles, and promptly provide solutions to support and resolve them. Especially during the difficult period when the US announced the application of retaliatory tariffs, the unit organized working groups to visit businesses to understand their difficulties and find solutions.
Not only does it make a significant contribution to the growth of the city's import and export turnover, the Customs Sub-Department of Region 3 also plays a role in attracting foreign investment and retaining large businesses through building reliable, transparent, and professional partnerships. With the motto "putting businesses at the center of service," the Customs Sub-Department of Region 3 has been gradually affirming its role as a "partner" of the business community.
Thanks to its efforts in procedural reform, the Customs Sub-Department of Region 3 has become a shining example in the industry. From the beginning of the year to August 6, 2025, the sub-department collected over 50,000 billion VND in revenue, reaching 75% of the target, an increase of nearly 30% compared to the same period in 2024. The unit processed over 1.3 million import and export declarations, accounting for nearly 20% of the total revenue of the entire customs sector.
