Wrongly spent nearly 9 billion VND on teacher allowances in a mountainous town

In just 2 years, 21 schools in An Khe town ( Gia Lai province) have wrongly spent more than 8.84 billion VND on teacher allowances.

On January 20, Gia Lai Provincial Inspectorate announced that it had issued an inspection conclusion on the management and use of funding sources and construction investment work at the People's Committee of An Khe town in the period of 2022 - 2023, especially violations in the payment of preferential allowances for teachers.

Through inspection, the Provincial Inspectorate discovered that a number of departments, offices, and units had settled many expenditures not in accordance with regulations.

The total amount of violations detected through inspection in the period 2022 - 2023 is 9.35 billion VND.

In particular, the large amount of violations is related to the payment of preferential allowances for teachers of kindergartens, primary and secondary schools in the town in the 2022 - 2023 school year.

Specifically, the inspector discovered that the payment of preferential allowances to teachers was not in accordance with regulations on priority areas, remote areas, mountainous areas, and ethnic minority areas.

The total amount of money spent incorrectly by 21 schools from kindergarten to junior high school in An Khe town is up to 8.84 billion VND. Of which, some schools have spent large amounts such as Vo Thi Sau Primary School with nearly 1.1 billion VND; Ngo May Primary School with more than 1.3 billion VND.

In addition, the inspector discovered that the construction investment work at the Town Construction Investment Project Management Board had many errors in design approval, incorrect estimates, unit prices, and mathematical errors...

From the above results, Gia Lai Provincial Inspectorate proposed that the Chairman of the Provincial People's Committee direct the Chairman of the An Khe Town People's Committee to organize a review, rectify and overcome shortcomings and limitations in the inspection and supervision of budget revenue and expenditure and implementation of construction investment in the locality.

Direct the People's Committee of An Khe town to review the responsibilities of relevant groups and individuals involved in violations and take measures to handle them according to regulations. Direct departments, units, schools and localities to recover the amount of violations and pay them to the state budget.

Of which, 21 kindergartens, primary and secondary schools must pay back 8.84 billion VND, and the People's Committees of 10 wards and communes must pay back 430 million VND.

Proposal to recover 5.6 billion VND of wrongful expenditure at the Department of Finance

On the same day, Gia Lai Provincial Inspectorate announced that it had issued a conclusion on the management and use of funds at the Gia Lai Provincial Department of Finance.

Accordingly, in the process of implementing legal regulations on management and use of funds, the Department has encountered a number of violations and limitations.

Specifically, the department spent a number of contents unrelated to the work of examining and approving the final settlement of completed projects originating from the state budget against regulations with a total amount of more than 4.6 billion VND.

In addition, this agency also had a number of other violations in the use of non-autonomous funding sources with a total amount of 989 million VND.

The provincial inspectorate recommended that the Chairman of the Gia Lai Provincial People's Committee direct the Department of Finance to organize a review and handle the responsibilities of related individuals. Organize the recovery and payment of the illegal amount of more than 5.6 billion VND to the state budget.
