According to the Campaign Committee, in the first phase, the Vietnam Fatherland Front Committee of the city and district allocated 6.126 billion VND from donations for victims of the fire and provided support. Of this amount, the Vietnam Fatherland Front Committee of the city contributed 406 million VND; and the Vietnam Fatherland Front Committee of Khuong Dinh ward contributed 5.720 billion VND to 143 people living in the building, with each person receiving 40 million VND.
Paying 123.94 billion VND in support for the second phase for victims of the fire in Thanh Xuan district
Implementing the Resolution of the City People's Council, the district has supported the victims from the district budget of 3,585 billion VND; along with additional support from the city budget of 2,237 billion VND. Of which, 56 deceased victims were supported with 50 million VND/person; 42 people who needed emergency care and treatment with 30 million VND/person.
Support was provided to 26 families in temporary housing with 36 million VND per household; 8 individuals in temporary housing with 9 million VND per person; tuition and study expenses were supported for 25 students with 15 million VND per student; 1 orphaned child (who lost both parents) received 100 million VND, and 4 orphaned children (who lost one parent) received 70 million VND per child.
In addition, the District Children's Support Fund has supported 69 million VND for the deceased and injured children; the District Red Cross has supported 228.2 million VND for the victims.
Phase 2 support will be implemented from November 5, 2023, including additional support for 1 case after the Vietnam Fatherland Front Committee of Khuong Dinh ward supported phase 1 with 40 million VND.
In addition, support for people living in the building: 89.6 billion VND. Of which, support for living expenses to ensure stable life for the living, 88 people with the amount of 700 million VND/person, total 61.6 billion VND; support for worship for the deceased (support for relatives of the deceased to stand up to worship) for 56 people with the amount of 500 million VND/person, total 28 billion VND.
Support for 37 injured victims with 15.1 billion VND. Of which, support for 3 injured people who must be treated in the hospital for 3 to 7 days with 300 million VND/person, totaling 900 million VND; support for 33 injured people who must be treated in the hospital for 7 days or more with 400 million VND/person, totaling 13.2 billion VND; support for 1 seriously injured or critically injured person with 1 billion VND.
Support for children totaled 19.2 billion VND. This included 2 billion VND for a savings account for one orphaned child (who lost both parents); and 1 billion VND for four children who lost one parent (totaling 4 billion VND).
Savings account support for children under 16 years old (whose parents are still alive) is provided to 22 children, with an amount of 600 million VND per child, totaling 13.2 billion VND.
Total support for the second phase is 123.94 billion VND; total support for the first and second phases is 130.12 billion VND.
The remaining amount of 2.221 billion VND, based on Clause 7, Article 10 of Decree 93/2021, will be used by the Campaign Committee to address arising issues, carry out environmental sanitation, and prevent and control infectious diseases in the area affected by the fire, as prescribed.
Khuong Dinh Ward Police (Thanh Xuan District) supports cases that come to receive support.
At 11:50 PM on September 12, 2023, a particularly serious fire broke out at house number 37, alley 29/70, Khuong Ha Street, Khuong Dinh Ward, where 45 apartments with 144 residents were living permanently.
To support the victims of the fire, on September 14, 2023, the Steering Committee for receiving and distributing voluntary donations and contributions to overcome the consequences of the fire in Khuong Dinh ward issued a letter calling on organizations, agencies, units, armed forces, businesses, and philanthropists to support the victims of the fire.
The Steering Committee, in coordination with the government, is responsible for receiving, managing, and distributing voluntary contributions in a timely manner, ensuring they are used for the right purposes, for the right beneficiaries, and in a transparent and open manner, in accordance with the regulations stipulated in Government Decree No. 93/2021/ND-CP dated October 27, 2021, on the mobilization, receipt, distribution, and use of voluntary contributions to support the overcoming of difficulties caused by natural disasters, epidemics, and incidents; and to support patients with serious illnesses.
At 5:00 PM on October 16, 2023, the Campaign Committee issued Notice No. 08/TB regarding the cessation of accepting donations and contributions. On October 30, 2023, the Campaign Committee issued Notice No. 09/TB publicly announcing the total amount of donations received to mitigate the consequences of the fire: VND 132,287,384,182 (In words: One hundred thirty-two billion two hundred eighty-seven million three hundred eighty-four thousand one hundred eighty-two Vietnamese Dong), including accrued interest. The donated funds are deposited at the Vietnam Industrial and Commercial Bank.
With the motto of directing the work of financial support for the victims of the fire to ensure fairness, publicity and transparency, the Standing Committee of the District Party Committee has directed the District Fatherland Front Committee to preside over and coordinate with relevant agencies and units to specifically review each case.
The results of the review work showed that the victims had very different family circumstances, the level of damage to people and property of each family and the level of injury of each victim were also different, so the task set for the Steering Committee to receive and distribute support sources and voluntary contributions to overcome the consequences of the fire in Khuong Dinh ward was to balance the support plan for specific victims, to carefully review each case to provide an appropriate level of support but still ensure fairness, not to let any victim suffer.
After reviewing, balancing, and developing a specific plan, the District-level Campaign Committee reports to and seeks opinions from the City Fatherland Front Committee, the Standing Committee, and the District Party Committee, then holds meetings with the political system of the ward and representatives of the victims' families.
Based on Report No. 20/TTr-BVĐ dated November 1, 2023, from the Fatherland Front of Thanh Xuan District reporting to the Standing Committee of the Fatherland Front of Hanoi City on the approval of the plan to provide support from voluntary donations to overcome the consequences of the fire in Khuong Dinh Ward, and the approval document No. 2726/MTTQ-BTT dated November 3, 2023, from the Fatherland Front of Hanoi City on the plan for distributing and using voluntary donations to overcome the consequences of the fire in Khuong Dinh Ward, Thanh Xuan District, the Campaign Committee has made a specific decision to provide support to 144 victims of the fire who were living permanently and present at house number 37, alley 29/70, Khuong Ha Street at the time of the fire and were directly affected by the fire.
