Sharing typical models in administrative reform in Tay Ho district

Kinhtedothi - Head of the Administrative Reform Department (AR) - Hanoi Department of Home Affairs Luu Kiem Anh highly appreciated the efforts and achievements in general administrative reform of Tay Ho district as well as the typical models being deployed by the district and wards to serve people and businesses.

This morning, November 5, the Hanoi Department of Home Affairs organized a survey program and exchanged practical experiences in Tay Ho district for delegates of the Hanoi City Administrative Reform Training Class 2024.

Participating in the field survey were about 90 delegates who were leaders of the People's Committee in charge of administrative reform and officials and civil servants directly implementing administrative reform in the districts of Dong Da, Nam Tu Liem, Hai Ba Trung, Bac Tu Liem, Cau Giay, Ba Dinh, Tay Ho, and Hoai Duc.

During the program, delegates visited the model of "Cashless parking fee collection at Tay Ho Palace" and the model of Traditional Craft of Lotus Tea Scenting in Quang An - National Intangible Cultural Heritage (in Quang An ward); visited the model of "One-stop" Department at Tay Ho District People's Committee.

At the headquarters of the Tay Ho District People's Committee, the leaders of the District People's Committee and officials in charge of the district's administrative reform introduced to the delegates the outstanding results in implementing administrative reform work and some typical administrative reform models of the district, such as: "Collecting cashless parking fees at Tay Ho Palace", "Bilingualizing documents in handling administrative procedures (TTHC) in the field of justice - civil status", implementing public postal services to return the results of handling some administrative procedures at the "one-stop" department of the district, implementing 100% of administrative procedures to be paid without cash...

The administrative reform models of Tay Ho district have received attention and high appreciation from representatives of the Hanoi Department of Home Affairs and delegates participating in the field survey. At the same time, representatives of some districts also shared good practices and initiatives in administrative reform in their localities for exchange and discussion.

Vice Chairwoman of Tay Ho District People's Committee Bui Thi Lan Phuong shared that 2024 is a decisive year to successfully implement the targets set by the Resolution of the 6th District Party Congress, especially the District People's Committee sets the goal of striving for Tay Ho to be one of the 5 units with the highest administrative reform index in Hanoi - which is also identified as a difficult task for the District People's Committee. With the attention and close direction of the Standing Committee of the District Party Committee, the collective leadership of the District People's Committee and the consensus of all agencies and units in the area, the administrative reform work in 2024 has really had positive and substantial changes.

Notably, 2024 is also the first year that the Hanoi People's Committee has publicly disclosed the results of the Service Index for People and Businesses. By the end of September, the People's Committee of Tay Ho District was ranked 5th out of 30 districts, towns and cities; by the end of October 2024, the People's Committee of the district had risen to 2nd out of 30 in the rankings. At the same time, the number of overdue records on the National Public Service software of Tay Ho District is at the lowest level in the city - an outstanding achievement in the district's administrative procedure control work in 2024 and has been recognized by the People's Committee of the city.

Mr. Luu Kiem Anh said that today's field survey in Tay Ho district and a number of field surveys in other units are an important content in the 2024 Hanoi City Administrative Reform Training Course program. This is the first time the Hanoi Department of Home Affairs has organized an in-depth training course on administrative reform for leaders in charge of administrative reform and officials and civil servants directly implementing administrative reform in districts, departments and branches.

The goal is not only to organize delegates to exchange theories and policies on administrative reform, but also to create an environment and opportunity for officials and civil servants in different localities and units to meet, connect, and exchange useful information for their units' administrative reform work. From there, after this meeting, there will continue to be contacts and exchanges to study and learn from each other's experiences in this work, to best serve the people and businesses as well as contribute to the development of the locality and unit.
