Establishment of the City Emulation and Reward Fund

According to the Hanoi Department of Home Affairs, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son has just signed Decision No. 4075/QD-UBND on the establishment of the Hanoi Emulation and Reward Fund.

Accordingly, the Hanoi City Emulation and Reward Fund was established to organize emulation movements and reward work of the city. The Fund is managed and operated by the City Emulation and Reward Board under the Hanoi Department of Home Affairs.

The Hanoi City Emulation and Reward Fund is formed from the State budget; contributions from individuals and organizations at home and abroad and other legal sources of income; uses the seal of the City Emulation and Reward Board; opens accounts at the State Treasury and banks in accordance with regulations.

The Head of the City Emulation and Commendation Board is responsible for advising and assisting the Chairman of the City People's Committee in managing and using the Fund effectively and in accordance with the provisions of the 2022 Law on Emulation and Commendation; Decree No. 98/2023/ND-CP dated December 31, 2023 of the Government detailing the implementation of the Law on Emulation and Commendation and current legal regulations.

The Head of the City Emulation and Rewards Board is assigned to be the account holder of the City Emulation and Rewards Fund; responsible for arranging civil servants of the City Emulation and Rewards Board to advise on the management and use of the City Emulation and Rewards Fund on a part-time basis. This Decision takes effect from the date of signing.
