Chairman of the Committee on Culture and Society Nguyen Dac Vinh welcomed the delegation of the Committee on Environment and Labor, National Assembly of the Republic of Korea, to visit and work in Vietnam, right on the occasion of the Vietnamese National Assembly holding the 10th Session, the last session of the 15th National Assembly, to consider and decide on many important issues of the country.

Introducing the Committee on Culture and Society, Chairman Nguyen Dac Vinh said that the areas the Committee is responsible for are very broad, including culture, education , health, social protection, gender equality, family, religion, labor, employment, sports, tourism, etc., including the fields of labor, employment and social security that the Working Group of the Committee on Environment and Labor, National Assembly of Korea, is interested in and wants to learn about.
Discussing some specific contents, regarding Vietnamese workers working abroad under contracts, including in Korea, Chairman Nguyen Dac Vinh said that, in addition to the Party's directive documents, the foundation is the Law on Workers Working Abroad Under Contracts and documents guiding the implementation of the Law. In addition, there are also a number of laws that regulate workers working abroad under contracts such as the Law on Employment, the Law on Social Insurance, etc.

“In general, policies and laws on sending Vietnamese workers to work abroad under contracts have been fully promulgated, in line with the context and development conditions of Vietnam, promoting international cooperation, creating favorable conditions for Vietnamese workers to work abroad in general and in Korea in particular,” affirmed Chairman Nguyen Dac Vinh.
Regarding the expansion of human resource exchange between Vietnam and Korea, after nearly 21 years of implementing the Korean foreign worker licensing program (EPS program), the two countries have had many effective cooperation programs such as sending and receiving workers, exchanging experiences in labor management, social security and human resource development. Currently, nearly 100,000 Vietnamese workers are working in the Korean market through 4 programs: the employment licensing program - EPS (E9 visa); fishing boat crew program (E10 visa); technical and professional workers (E7 visa); seasonal workers (C4 and E8 visas).

According to Chairman Nguyen Dac Vinh, currently, the number of Vietnamese workers passing the Korean language certificate to work in Korea under the EPS Program is very large; it is hoped that in the coming time, Korea will increase the quota for receiving Vietnamese workers, and at the same time expand the industries and occupations that receive qualified and specialized workers (such as information technology, mechanical engineering, material processing, etc.) to exploit more effectively the potential of high-quality human resources in Vietnam, meet the development needs of Korean enterprises, and bring practical benefits to both economies .
In August 2025, the Vietnamese Ministry of Home Affairs and the Korean Ministry of Labor and Employment signed an extension of the Memorandum of Understanding on the EPS program, demonstrating the trust and close cooperation between the two governments in the labor field, contributing to strengthening the legal framework for sending and receiving Vietnamese workers to Korea to work safely, legally and effectively. "We identify this as the main pillar in Vietnam - Korea labor cooperation, continuing to maintain and expand the industry and strengthening propaganda and mobilization work for Vietnamese workers to avoid illegal residence," emphasized Director Nguyen Dac Vinh.

Regarding support for re-employment of repatriated workers at Korean enterprises in Vietnam, Chairman Nguyen Dac Vinh affirmed that Vietnam considers supporting workers after completing their contracts to return home and reintegrate into the domestic labor market as an equally important political task compared to sending workers to work abroad. The law also has regulations to support this group. Vietnam hopes that the Korean side will continue to have policies and support mechanisms for vocational training, Korean language training, and job connections for Vietnamese workers whose contracts have expired and who return home with Korean enterprises investing in Vietnam.
Regarding the Social Insurance Agreement between Vietnam and Korea, Chairman Nguyen Dac Vinh informed that the Vietnamese National Assembly has passed the Social Insurance Law No. 41/2024/QH15, effective from July 1, 2025, adding provisions to ensure the implementation of the obligations stated in Articles 4, 10 and 12 of the Agreement (stipulating that workers of the two countries only have to pay social insurance in one country when moving between the two countries, and at the same time, the time of social insurance payment is mutually recognized to calculate pensions). The Vietnamese Ministry of Foreign Affairs has notified the Korean side about this content according to regulations.
“With the function of supervising and participating in perfecting legal policies in the field of social security, the Committee on Culture and Society wishes to continue to exchange and share experiences with the Committee on Environment and Labor of the Korean National Assembly in supervising the implementation of the Agreement,” said Chairman Nguyen Dac Vinh.

On behalf of the working delegation, Vice Chairman of the Environment and Labor Committee, National Assembly of Korea, Kim Hyeong Dong thanked Chairman Nguyen Dac Vinh for taking the time to meet and discuss major issues in cooperation and labor exchange between the two countries. Trade between Vietnam and Korea is growing strongly, becoming each other's leading economic partners; more than 10,000 Korean enterprises are operating in Vietnam; more than 190,000 Koreans are living and working in Vietnam... Mr. Kim Hyeong Dong cited these figures to affirm the good relationship between Vietnam and Korea, especially since the two countries upgraded their relationship to Comprehensive Strategic Partnership in December 2022.
Regarding the issue of Vietnamese workers in Korea, Mr. Kim Hyeong Dong said that the Korean National Assembly is also in session, and the contents discussed by Chairman Nguyen Dac Vinh are also being discussed in the National Assembly. The viewpoint of the Korean National Assembly is that Vietnamese workers are free to choose their profession and freely move between businesses.
Members of the working group also discussed the proposal for Korea to increase the quota for receiving highly skilled Vietnamese workers, saying that the two governments need to have support policies so that the two sides can meet each other, meet the needs of both workers and employers, and contribute to the development of the two countries.
