President Luong Cuong attended and delivered an important speech at the Conference.

Opening the conference, Hai Phong City Party Secretary Le Tien Chau stated that the theme "Hai Phong - A Strategic Destination of the New Era" is not just a slogan but a guiding vision; the city is determined to develop based on the pillars of science and technology, innovation, digital transformation, green transformation, inclusive development, and ensuring no one is left behind; and is committed to taking strong action with four strategic breakthroughs: developing the Southern Coastal Economic Zone, building a new generation free trade zone, creating a modern, transparent, and open development institution, and training, attracting, and utilizing high-quality human resources.

Comrade Le Tien Chau affirmed that the event is a testament to the spirit of cooperation, innovation, and action, a convergence of great ideas, strong commitments, and breakthrough opportunities. Hai Phong is determined to develop to be on par with leading cities in Asia; to become a modern international seaport city; and a world-class economic, cultural, educational, training, and science and technology center. With its strategic position, outstanding potential, superior institutions, and determination to act, Hai Phong is ready to welcome investors to partner and develop long-term.
At the conference, investors were given detailed information about the potential, advantages, and strategic investment opportunities in Hai Phong. The focus was on the establishment of a free trade zone, a strategic competitive advantage that opens up new development opportunities. Delegates also listened to insightful sharing and assessments from the business community, expressing confidence in and high regard for Hai Phong's increasingly improved investment environment, and committing to continue researching and expanding investment activities, accompanying the city's development. During the dialogue sessions, investors not only listened but also actively offered advice and suggestions to city leaders, proposing many innovative solutions and models to further improve the investment environment, making a significant contribution to the socio-economic development not only of the city but also of the entire Red River Delta region.
On this occasion, Vice Chairman of the National Assembly Nguyen Duc Hai presented Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of special mechanisms and policies for the development of Hai Phong city. In addition, city leaders presented investment registration certificates and memoranda of understanding for investment cooperation with many leading domestic and international enterprises and corporations, with many large-scale projects that are significant and play a driving role in the development of Hai Phong, with a total registered capital of over 15.6 billion USD (32 projects and 7 MOUs).

Speaking at the conference, President Luong Cuong pointed out that this event is not only significant for Hai Phong city, but also a strong message about Vietnam's proactive spirit of comprehensive integration, its aspiration for development, and its commitment to improving the investment environment. It also demonstrates the proactive spirit, collaborative connections, and strategic vision of Hai Phong – a city emerging as a key economic, industrial, and logistics center in the North and the entire country.
In the face of rapid changes in geopolitics, technology, and the business investment environment, the President stated that the ability to adapt quickly and innovate is vital for any economy, and Hai Phong, with its ecosystem of seaports, industries, and smart cities, is a place that fully embodies these elements.
The President stated that Vietnam is currently one of the bright spots in growth in Asia. With a total import and export turnover of over US$786 billion in 2024, Vietnam is among the top 20 countries in the world in terms of international trade. Vietnam is also an attractive investment destination and is becoming an important link in the global production and supply chain, with Hai Phong being the largest export gateway in the North, playing an increasingly important role in the regional network.

In this context, the President welcomed investors from Asia, Europe, America, and APEC economies who have chosen Hai Phong as the location for major projects – ranging from supporting industries, electronics manufacturing, and high technology, to innovation centers and smart logistics services.
Appreciating the ABAC Council's inclusion of key issues such as digital trade, sustainable development, green energy, and smart logistics on its agenda, the President pointed out that these are also pillars in the development strategy of Hai Phong and Vietnam in the coming period; and expressed his hope that businesses would not only exchange investment opportunities but also work together to create value, disseminate knowledge, and move towards an open, inclusive, and resilient Asia-Pacific in the face of change.
The President emphasized that Hai Phong has a particularly strategic location: the Lach Huyen international deep-water port, complete regional connectivity infrastructure, green, smart, and specialized industrial zones, abundant human resources, and increasingly flexible investment attraction mechanisms. As a locality ranking among the top in provincial competitiveness, administrative reform, and green growth, the Hai Phong city government has been working alongside businesses, strongly reforming administrative procedures, ensuring transparency, and improving service efficiency and investor satisfaction.
The President affirmed that Vietnam continues to maintain political stability, is committed to strong institutional reforms, protects the legitimate rights of investors, and enhances connectivity – not only in infrastructure, but also in governance, data, and human resources.
Through this prestigious event, the President hopes that investors will not only directly experience the friendliness, but also see the vision, decisiveness, aspirations, and promising cooperation opportunities of the Hai Phong city government. At the same time, the Investment Promotion Conference is an important opportunity to find new partners, connect new initiatives, and open up the next stages of development.
