The President awarded the Medal of Courage to two citizens of Ly Son special economic zone.

On the morning of December 10, Chief of Office of the People's Committee of Quang Ngai province Nguyen Quoc Viet said that President Luong Cuong had just signed Decision 2360/QD-CTN on awarding the Medal of Courage to two citizens of Ly Son special zone for their brave actions in saving people during storm No. 13.

Chairman of the People's Committee of Ly Son Special Economic Zone, Nguyen Van Huy, visited and presented a Certificate of Commendation to Mr. Phan Duy Quang.

Specifically, two citizens of Ly Son special zone were awarded the Medal of Courage by the President : Mr. Phan Duy Quang (born in 1978, in Tay An Vinh village) and Le Van Sanh (born in 1988, in Tay An Hai village).

At approximately 3 PM on November 6th, after receiving news that Mr. Duong Quang Cuong (44 years old, residing in Tay An Vinh village, Ly Son Special Economic Zone) had jumped off the Ly Son pier, Mr. Phan Duy Quang and Mr. Le Van Sanh immediately took their small boat and rowed out to sea to rescue him amidst approaching Typhoon No. 13, with waves reaching 3-4 meters high, winds gusting at levels 10-11, and extremely rough seas.

Just as they were getting Mr. Cuong onto the boat, a strong wave hit them, sweeping all three of them far from shore. The big waves kept hitting the boat, causing it to capsize, throwing all three people into the water.

Due to weakness, Mr. Cuong was blown away by the waves and disappeared into the darkness. Mr. Quang and Mr. Sanh still tried to hold on to each other, but by midnight, Mr. Sanh was exhausted and drifted away and disappeared.

Chairman of the People's Committee of Ly Son Special Economic Zone, Nguyen Van Huy, visited and presented a Certificate of Commendation to Mr. Le Van Sanh.

In the middle of the black sea with big waves, although exhausted, Mr. Quang and Mr. Sanh did not give up and continued swimming. During their time at sea, the two men caught small seafood on the surface of the water, picked up rotten apples to eat, held on, looked up to the sky to catch every drop of rain, and drank more sea water to sustain themselves.

After drifting at sea for many days, enduring Typhoon No. 13, Mr. Quang was first spotted and rescued by the Hainan 39 vessel on the morning of November 8th. Later that day, at 4 PM, Mr. Sanh was rescued by the An Vinh Express vessel, and at 6 PM, Mr. Cuong was also rescued by the fishing vessel QB-92198-TS. Subsequently, all three were safely transported to Ly Son Island by the An Vinh Express and Hoa Binh vessels.

On the morning of November 10, Chairman of the People's Committee of Ly Son Special Zone Nguyen Van Huy visited the Military-Civilian Medical Center of Ly Son Island to visit and present Certificates of Merit to Mr. Phan Duy Quang and Mr. Le Van Sanh.

“The brave and selfless actions of Mr. Phan Duy Quang and Mr. Le Van Sanh to save people during storm No. 13 were admired by the people of Ly Son special zone in particular and the people of the whole country in general,” shared Chairman of the People's Committee of Ly Son special zone Nguyen Van Huy.
