Chairman of the Provincial People's Committee Do Minh Tuan inspected the progress of implementation and disbursement of public investment capital in 2024.

On the morning of March 13th, Mr. Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Task Force No. 1 responsible for inspecting, urging, resolving difficulties and obstacles, and accelerating the disbursement of public investment capital, national target programs, and the socio-economic recovery and development program in 2024, conducted on-site inspections and held working sessions with several localities and units regarding the progress of implementation and disbursement of public investment capital in 2024.

Also participating were members of the Task Force; representatives of the leadership of relevant departments, agencies, units, and localities.

Before working with investors and local authorities within the scope of inspection by Task Force No. 1, Chairman of the Provincial People's Committee Do Minh Tuan, along with members of the Task Force and representatives of functional departments and agencies, inspected the progress of the following projects: the road connecting the Northwest Industrial Zone with the Western Ring Road of Thanh Hoa City (from marker A2 to marker A4); the road connecting National Highway 10 (at Km 218+245) with Pham Banh Street, Hau Loc town (at Km 0+235), Hau Loc district; and the Dong Ngan Battlefield Historical Site and the Monument to the Women's Militia Platoon of Hoa Loc commune, Hau Loc district.

During the on-site inspection, the Chairman of the Provincial People's Committee acknowledged and highly appreciated the progress of the construction of the road project connecting National Highway 10 (at Km 218+245) with Pham Banh road, Hau Loc town (at Km 0+235), Hau Loc district, and the project of the Dong Ngan Battlefield Historical Site and the Monument to the Women's Militia Platoon of Hoa Loc commune, Hau Loc district.

Regarding the project connecting the Northwest Railway Station Industrial Zone with the Western Ring Road of Thanh Hoa City (from marker A2 to marker A4), Chairman of the Provincial People's Committee Do Minh Tuan emphasized: This project plays a crucial role in connecting the Northwest Railway Station Industrial Zone with surrounding areas, creating conditions to attract investors, effectively exploit and enhance the value of land according to the planning along the Western Ring Road of Thanh Hoa City, contributing to the development of the urban area according to the plan. However, after 7 years of implementation, the project is still not completed and put into use. Given the slow progress compared to the set requirements, Chairman Do Minh Tuan criticized Thanh Hoa City and related units for their direction and implementation of the project; and simultaneously requested the construction contractor and related units to urgently focus on implementing the remaining tasks according to the approved plan.

Working with investors and localities within the scope of inspection by Task Force No. 1, Chairman of the Provincial People's Committee Do Minh Tuan and members of the Task Force listened to reports from units and localities clarifying the current status and progress of investment projects, as well as the advantages and difficulties in disbursing public investment capital in their respective units and localities. The Chairman of the Provincial People's Committee also gave specific directives to each unit and locality regarding the implementation of assigned tasks.

According to the report, the total state budget investment plan for 2024, allocated and detailed by the Provincial People's Council and the Provincial People's Committee to 8 units and investors under the jurisdiction and scope of inspection by Task Force No. 1, including Quang Xuong, Yen Dinh, Hau Loc districts, Thanh Hoa City, the Provincial Military Command, the Provincial Border Guard Command, the Provincial Project Management Board for Agricultural and Rural Development Construction Projects, and the Provincial Project Management Board for Civil and Industrial Construction Projects, is 2,835.141 billion VND for 39 projects and tasks. Of this, 2,510.943 billion VND is for 2024, and 324.198 billion VND is for 2023 projects whose implementation and disbursement were extended to 2024, as permitted by the National Assembly.

As of February 29, 2024, the total disbursed capital of the 8 investors and localities was VND 182.886 billion, reaching 6.5% of the capital plan assigned by the Provincial People's Council and the Provincial People's Committee at the beginning of the year.

Three investors and localities had disbursement rates higher than the provincial average: the Provincial Border Guard Command (32%); Yen Dinh district (28.2%) and Hau Loc district (25.4%).

Four project owners and localities have disbursement rates lower than the provincial average: Thanh Hoa Provincial Project Management Board for Agricultural and Rural Development Construction Projects (1%); Provincial Military Command (3.5%); Thanh Hoa City (1.8%); and Quang Xuong District (5.9%). One project owner has not yet disbursed funds: Thanh Hoa Provincial Project Management Board for Civil and Industrial Construction Projects.

Based on the report's content and further clarification of the progress in disbursing public investment funds by units and localities, in his concluding remarks at the meeting, Chairman of the Provincial People's Committee Do Minh Tuan once again emphasized the role and importance of public investment activities for the socio-economic development of the province. He also requested that units and localities pay attention to strengthening the leadership and guidance of the Party committees and the management of the government. This task must be carried out regularly, continuously, decisively, specifically, and thoroughly. He requested that all sectors, units, and localities improve coordination in carrying out assigned tasks. He stressed the need to focus on overcoming all difficulties and obstacles at each level, in each sector, and in each unit.

The Chairman of the Provincial People's Committee highly appreciated and commended the units and localities with high capital disbursement rates. He also requested that the project owners and the People's Committees of Hau Loc, Quang Xuong, Yen Dinh districts and Thanh Hoa City, based on the 2024 capital disbursement timelines stipulated in Directive No. 01/CT-UBND dated January 26, 2024, of the Chairman of the Provincial People's Committee, promptly develop detailed plans for the implementation and disbursement of capital for projects, down to the month. This will serve as a basis for monitoring, urging, inspecting, and supervising the progress of project implementation and capital disbursement, especially for projects under the Socio-Economic Recovery and Development Program.

In addition, strengthen on-site inspection and supervision to coordinate and work with localities, construction units, and consulting units to resolve difficulties and obstacles, especially in land clearance and construction materials. Regularly review and forecast potential difficulties and obstacles to promptly resolve them, especially for the 7 projects facing difficulties and obstacles in land clearance and resettlement and 2 other projects currently facing difficulties and obstacles.

Chairman of the Provincial People's Committee Do Minh Tuan gave his opinion on the implementation of several projects and requested units and localities to continue to uphold a high sense of responsibility, focus on overcoming difficulties and obstacles, and accelerate the disbursement of public investment capital according to the set goals and plans.
