Chairman of the Provincial People's Committee inspected the dam and reservoir of Bac Khe 1 Hydropower Plant

- On the afternoon of October 28, a working delegation of the province led by Mr. Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the dam and reservoir of Bac Khe 1 Hydropower Plant in Tan Tien Commune. The delegation included Mr. Nguyen Van Truong, Vice Chairman of the Provincial People's Council, and representatives of several departments, branches, and leaders of Tan Tien Commune.

The incident area at Bac Khe 1 hydroelectric dam

Bac Khe 1 Hydropower Plant has main parameters such as: basin area of 325 km2; normal water level at elevation of 200 m; total capacity of about 4,774 million m3 of water; installed capacity of 2.4 MW.

The working group inspected the area where the incident occurred.

At around 1:30 p.m. on October 7, 2025, at Bac Khe 1 Hydropower Plant, a concrete slab broke at the water intake, collapsing the central control room, causing damage to equipment. Preliminary damage is estimated at around 20 billion VND. The estimated time to fix the problem is 6 months, and the estimated loss in value due to the power outage is around 8 billion VND.

Immediately after the incident, the Provincial People's Committee, relevant levels and sectors, and Bac Khe 1 Hydropower Joint Stock Company quickly deployed response and remedial measures. These included proactively propagating to people around the area and downstream areas to move people and property to a safe place; organizing water pumping and cleaning mud in the factory; checking for water leaks; reviewing affected households to have timely support measures...

Speaking directly at the scene, the Chairman of the Provincial People's Committee requested the Department of Industry and Trade to coordinate with the People's Committee of Tan Tien commune to urge and request Bac Khe 1 Hydropower Joint Stock Company to have a plan to fix and repair the dam to ensure safety and re-operation; urgently have a plan to lower the lake water level to ensure the safety of the dam and downstream; supervise and urge the company to conduct an unscheduled inspection of the Bac Khe 1 Hydropower project to ensure quality and safety; urge the investor to urgently complete the investment project to build Pan Con bridge (the bridge to the factory) to be able to bring machinery and transport materials into the construction area to fix the problem...

Bac Khe 1 Hydropower Joint Stock Company continues to proactively and seriously implement plans to respond to natural disasters and emergency situations approved by competent authorities; urgently concentrate resources to ensure safety for the project and the downstream area of the dam while the dam has not been repaired, and coordinate with local authorities to support the damage to the affected people; conduct quality and safety inspection of Bac Khe 1 Hydropower Dam according to the Decision of the Provincial People's Committee; properly perform the responsibility of warning the downstream area of the dam...
