Chairman of Ho Chi Minh City People's Committee requests to publicize slow-progressing projects

The Chairman of the Ho Chi Minh City People's Committee has just directed the city's departments, branches and sectors; construction investment project management boards; project investors; People's Committees of communes, wards and special zones to focus on speeding up the disbursement of public investment capital according to the 2025 plan.

Strengthening financial discipline and order

In which, agencies, units and localities that have achieved a high rate (over 80%) need to continue to strive to complete the 2025 plan and prioritize projects to be transferred to 2026.

Units and localities with low disbursement rates need to step up inspection and remove obstacles at the scene; review to promptly transfer capital from slow-moving projects to projects with better disbursement capacity; strengthen financial discipline and order, and publicize the list of slow-moving projects.

At the same time, prepare a public investment plan for 2026 in accordance with the new administrative unit, avoiding the situation of "capital stagnation" due to slow legal adjustments.

The Chairman of the People's Committee of Ho Chi Minh City assigned the Department of Finance to monitor and urge the implementation; synthesize reports and propose to the Chairman of the City People's Committee issues beyond its authority.

Speed up compensation and site clearance progress

Also related to the issue of public investment, the Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Vice Chairman of the City People's Committee Bui Minh Thanh at the meeting to listen to reports on the situation of public investment disbursement, progress of capital disbursement for compensation and site clearance of key projects and works in wards and communes in the Binh Duong area.

Accordingly, Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh concluded that since the implementation of the two-level local government model, compensation, site clearance, resettlement support and disbursement of public investment capital in wards and communes in Binh Duong area have encountered many difficulties.

The Vice Chairman of the Ho Chi Minh City People's Committee requested that in the coming time, the units continue to maintain their determination, promote the achieved results, synchronously deploy the agreed solutions; strive to speed up the progress of compensation, site clearance, resettlement support and disbursement of public investment capital, aiming to complete 100% of the assigned targets and tasks.

The Department of Agriculture and Environment, the Branch of the Binh Duong Regional Land Fund Development Center, Project Management Boards, and People's Committees of localities urgently synthesize and quickly report on the implementation of compensation, site clearance, and progress of public investment disbursement for key projects in the Binh Duong region.

For the Tan Binh Resettlement Area Project under the Compensation, Support and Resettlement Project for Ring Road 3, the Vice Chairman of the Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Justice and relevant units to guide the People's Committee of Tan Dong Hiep Ward to determine the location, land type, and actual conditions in the recovered area as a basis for proposing a compensation plan.

The plan must ensure legal basis, compliance with regulations and harmonization of State and people's interests.
