Standardize specialized education programs

GD&TĐ - According to the 2019 Education Law, specialized schools are established at high school level for students with excellent academic results.

Specialized schools aim to develop talents in certain subjects on the basis of ensuring comprehensive general education , creating a source of talent training, meeting the development requirements of the country.

Up to now, specialized high schools have proactively and flexibly developed school programs based on the guidance of the Ministry of Education and Training (Official Dispatch 4171/BGDĐT-GDTrH dated August 26, 2022). It can be said that these are the leading educational institutions in implementing the direction of the Ministry of Education and Training on delegating initiative to general schools; building school programs suitable to conditions and goals to implement comprehensive education and maximize the potential and creativity of students.

However, it is necessary to frankly admit that the educational planning of some specialized schools still focuses heavily on organizing training for excellent students; soft skills, practice, experiments, scientific research, etc. have not been enhanced.

There are schools that are not truly autonomous in their expertise and proactive in developing their own specific educational plans that are suitable for local conditions and student populations. The need for a separate legal document that specifically regulates the content of the advanced training program for specialized subjects to ensure consistency in teaching organization between localities and educational institutions is urgent.

Recently, the Ministry of Education and Training has announced the draft of the Advanced Education Program for Specialized Subjects for Specialized High Schools. In the context of the 2018 General Education Program being widely implemented, this is a clear and unified legal corridor for schools to develop a systematic specialized education plan; enhance the unity and connectivity in the specialized school system nationwide; promote innovation in specialized teaching, fostering excellent students, etc.

Leaders of many specialized schools affirmed the value of this program and said that this is an important step to improve the quality of key education and train high-quality human resources in the future. Having an official framework program helps to unify content and output standards; increase initiative in building a team of specialized teachers, investing in facilities; create conditions for students to access advanced knowledge in a systematic and long-term way; especially, ensuring fairness in specialized education nationwide.

According to the draft, the Advanced Education Program of 15 subjects taught at specialized high schools is built according to the principle of improving from the subject program prescribed in Circular No. 32/2018/TT-BGDDT, not including expanded content beyond the subject knowledge content unit, international access, and continuous innovation according to the world's approach trends.

Experimental and practical content is enhanced with natural science subjects; at the same time, promoting the exploitation of information technology, orienting specialized students in exploiting and using AI technology. With 70 periods/school year (specialized subjects: Literature, Math, Foreign Language), 52 periods/school year (specialized subjects: History, Geography, Physics, Chemistry, Biology, Informatics), the Program has compulsory content and compulsory options (accounting for about 20% of the duration of the advanced education program).

However, for the program to be truly feasible and to be most effective, it is necessary to have dedicated, responsible, and practical opinions from teachers and educational administrators, especially those who have worked and are working in specialized high schools. Along with that is the thorough and early preparation of the conditions for the program implementation; especially the human factor and team capacity.

The program can only be implemented effectively when there is a team of teachers with solid professional capacity, extensive knowledge of the subject, proficiency in active teaching methods, and the ability to guide students in carrying out learning projects, research, participating in excellent student competitions and international competitions.
