On March 28, the Ho Chi Minh City Digital Transformation Center in collaboration with the School of Public Policy and Management, Fulbright University Vietnam opened a high-level seminar program for digital transformation leaders in 2025 (abbreviated as ELP 2025).
Attending the discussion were Vice Chairman of Ho Chi Minh City People's Committee Vo Van Hoan and more than 30 leaders of departments, branches and units from Ho Chi Minh City, Hue City, Da Nang City, Ba Ria - Vung Tau Province and Khanh Hoa Province.
The program took place over 2 days (March 28 and 29) and is an important activity in the Vietnam Digital Government Academy initiative sponsored by the World Bank and the Swiss Federal Economic Directorate.

Speaking at the seminar, Vice Chairman of Ho Chi Minh City People's Committee Vo Van Hoan emphasized that the city has been leading in digital transformation with important steps such as Open Data Portal, application ecosystem serving people and businesses, smart urban management platform... Thereby, gradually building a smart city, advanced and modern e-government architecture.
However, in practice, the city still has some difficulties and limitations: the awareness of leaders of some localities and units is not deep and complete; high-quality human resources are still lacking...
In addition, technical infrastructure has not met development requirements; information security and safety still face many challenges, especially flexible response to incidents occurring on a large scale...

According to the Vice Chairman of the Ho Chi Minh City People's Committee, there are four important issues that need attention in the current context, including: institutions and policies; digital infrastructure and data; open data exploitation; and skills framework for local leaders and managers on digital government transformation.
The Vice Chairman of the Ho Chi Minh City People's Committee said that in the next 5 years, Ho Chi Minh City, the Southeast and Southwest regions need to invest in digital infrastructure to be able to deploy big data applications - Big data, artificial intelligence - AI, blockchain technology - Block chain and integrate and synchronize into the National Data Center.
At the same time, create a truly effective digital government, with a team of officials who are truly strong in digital transformation, serving people and businesses better and better.
Mr. Vo Van Hoan said that Ho Chi Minh City aims to achieve GRDP growth of at least 8% by 2025 and 10% or more in the 2026-2030 period.
To achieve these figures, the city cannot continue to rely on the traditional growth model but must strongly transform to a growth model based on science and technology, innovation, high-tech industry and modern financial services.
Digital transformation not only helps improve government performance, but also opens up new opportunities for economic development, attracting investment, and enhancing the city's competitiveness in the international arena.
