New mechanism allows autonomy in recruitment and salary negotiation with scientists

New Government decrees have opened up flexible remuneration mechanisms and attractive working environments to attract and retain scientists and promote national science and technology development.

Ms. Vu Thi La, Deputy Director of the Department of Organization and Personnel, Ministry of Science and Technology, said that the Government has issued many decrees related to attracting experts, scientists and talents in the field of science and technology. These include Decree No. 179/2024/ND-CP, Decree No. 249/2025/ND-CP, Decree No. 263/2025/ND-CP. These documents stipulate preferential mechanisms on salary, bonuses, working environment... for experts and scientists.

One of the breakthroughs is related to the recruitment and signing of labor contracts for experts. According to Ms. Vu Thi La, previously, the signing of labor contracts was very strictly regulated and was only carried out in a few cases. For autonomous units of group 3 (the State guarantees a part), labor contracts were only signed in cases where the State agreed in principle. For autonomous units of group 4, labor contracts were only signed within the scope of the assigned payroll quota.

Decree No. 263/2025/ND-CP has been issued to remove many obstacles. Accordingly, scientific and technological organizations have full authority in deciding to recruit, manage and use civil servants; and sign labor contracts with experts and scientists.

The second new point is to remove financial bottlenecks. Accordingly, scientific and technological organizations are allowed to sign contracts with experts and scientists at agreed salaries. At the same time, the State clearly stipulates policies for experts when they are recruited into scientific and technological organizations. These include working conditions, training, and preferential salary mechanisms. In the case of experts, they can be considered for priority placement in leadership positions if they have sufficient capacity.

According to Ms. Vu Thi La, the specific and clear regulations and policies in the decrees will contribute to attracting and improving the capacity and operational efficiency of scientific and technological organizations in the coming time.
