Many experts and overseas Vietnamese believe that housing and investment policies are becoming increasingly open. This is the time for overseas Vietnamese to return to settle, invest, and contribute to Vietnam's development.

'The sadness of loneliness' and the desire to return and contribute.

At the talk show "New Opportunities for Overseas Vietnamese to Settle and Invest in Vietnam" in early December, Dr. Le Hoang The (an overseas Vietnamese from Japan) shared that his longing for home, the Tet holiday atmosphere, and the desire to preserve his roots are the biggest motivations for many overseas Vietnamese to return.

Upon returning to his home country, he invested in circular agriculture, FSC-certified reforestation, and carbon credit development – ​​a field that is opening up global opportunities thanks to the shift towards a green economy .

According to Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association, remittances to Ho Chi Minh City continue to increase sharply, estimated to reach over 5.3 billion USD in the second quarter of 2025 alone. Approximately 20-21% of this amount is invested in real estate.

Mr. Chau emphasized: "Vietnamese people living abroad or foreigners who can prove their Vietnamese origin currently enjoy the same land, investment, and housing ownership policies as domestic citizens. Only individual foreigners are restricted from purchasing in certain commercial projects."

However, he also frankly acknowledged that there are still "minor issues" that cause difficulties for overseas Vietnamese during the application process.

Lawyer Lam Quang Quy, Director of the Ho Chi Minh City Overseas Vietnamese Support Center, said that legal knowledge and administrative procedures are the biggest obstacles that make overseas Vietnamese hesitant to return home.

"Many people have Vietnamese passports but still face obstacles when opening bank accounts or obtaining identity cards. The policies are good, but their implementation is inconsistent, causing overseas Vietnamese to lose confidence," he said.

A representative from Nam A Bank stated that overseas Vietnamese without a national identity card can still open accounts, but cannot temporarily conduct online transactions due to the requirement to synchronize with the national population database.

Mr. Vo Thanh Dang, Vice President of the Association of Vietnamese Businesspeople Abroad, added: many young overseas Vietnamese want to return to Vietnam to start businesses but are still concerned about the living environment, job opportunities, and mechanisms to support integration.

Interested in green real estate, mega-cities, and resorts.

In reality, overseas Vietnamese pay particular attention to well-planned, comprehensive urban areas that are linked to sustainable living values, aligning with the "living in two places" trend that many overseas Vietnamese desire.

Many overseas Vietnamese entrepreneurs have also expressed interest in the resort and retirement real estate sector, where elderly people can relax, receive treatment, and live in a culturally friendly Vietnamese environment while still meeting international standards.

The model of satellite megacities emerging in the expanded Ho Chi Minh City area is one such option. The Waterpoint mega-city by Nam Long Group has been mentioned by some overseas Vietnamese and their relatives as a prime example of this modern development style, with a planned area of ​​355 hectares; possessing green spaces and waterways to create a suitable living environment.
