Speaking at the 13th Congress of the Vietnam Trade Union, General Secretary Nguyen Phu Trong affirmed that in the period when the country is accelerating industrialization, modernization, and comprehensive international integration, the role and position of the Trade Union organization are further affirmed and strongly promoted.
On behalf of the Party and State leadership, General Secretary Nguyen Phu Trong warmly welcomed, congratulated, commended, and highly appreciated the efforts, achievements, and progress of the workers' movement and trade union activities nationwide during the past term.

The General Secretary emphasized that, over more than 94 years of construction, operation, growth, and development under the leadership of the Party, the Vietnam Trade Union has continuously grown stronger, remained absolutely loyal to the Party and the class, made worthy contributions to the great victories of the revolution, and played an important role in building an increasingly strong Vietnamese working class.
In the current period of accelerated industrialization, modernization, and comprehensive and profound international integration, the role and position of the Trade Union organization are affirmed and promoted more strongly than ever before.
Besides the achievements and successes, the General Secretary pointed out that the activities of trade unions and the workers' movement still have some limitations and shortcomings that need to be addressed soon, including the organizational model, content, and methods of trade union activities; and the quality of the workforce.
Regarding the content, solutions, and key tasks for the next term, General Secretary Nguyen Phu Trong suggested that it is necessary to deeply understand and fully grasp that the Vietnam Trade Union is a socio -political organization operating in a socialist-oriented market economy led by the Party and managed by the State; it is both a socio-political organization and an organization representing, caring for, and protecting the legitimate rights and interests of workers.
The General Secretary noted that the global and domestic economic situation remains complex, facing many difficulties and threatening job stability and opportunities for workers to increase their income…
Trade union activities are under the comprehensive and absolute leadership of the Party. Trade unions need to actively coordinate with the State, agencies and organizations within the political system, and employers to care for, represent, and protect the legitimate rights and interests of workers.
The General Secretary suggested five issues for the Vietnam Trade Union to pay attention to:
Firstly , in directing and implementing trade union activities, it is necessary to deeply understand and fully grasp that the Vietnam Trade Union is a socio-political organization operating in a socialist-oriented market economy led by the Communist Party of Vietnam and managed by the State. It is both a socio-political organization and an organization representing, caring for, and protecting the legitimate rights and interests of workers, and its activities are under the comprehensive and absolute leadership of the Party.
"How can we ensure that trade unions at all levels truly become the nucleus for gathering and uniting the working class and laborers throughout the country?" the General Secretary emphasized.
Secondly , we must continue to prioritize and further innovate the content and methods in propaganda, mobilization, education, and training of cadres, civil servants, public employees, workers, and laborers, improving their professional qualifications, vocational skills, political awareness, class perspective, patriotism, national pride, and self-respect, contributing to building a stronger and more modern Vietnamese working class.
Thirdly , it is suggested that trade unions at all levels must affirm their role in representing workers, caring for and protecting the legitimate interests of workers.
The General Secretary suggested that the Vietnam General Confederation of Labor should focus on researching and developing long-term welfare programs, rather than taking things one step at a time; it must be done strategically.
The General Secretary emphasized: "Trade union care must be specific, thoughtful, practical, paying attention to everything from meals and sleep, understanding the joys and sorrows of union members, workers, and their families."
Fourth , it is necessary to continue to strongly innovate the organizational model, content, and operating methods of trade unions to suit the labor structure, types of enterprises, needs and aspirations of workers, and the requirements of international integration in the new situation.
Fifthly , as a socio-political organization and a solid political foundation of the Party, the State, and the regime, the trade union, more than anyone else, must further enhance its role and better fulfill its function of participating in building the Party and the political system; considering this as both a responsibility and a political right of its members, civil servants, workers, and the trade union organization.

With its glorious tradition and great achievements, and the spirit of "Innovation - Democracy - Unity - Development," General Secretary Nguyen Phu Trong believes that the 2023-2028 term – the term leading up to the 100th anniversary of the founding of the Vietnam Trade Union – will certainly see new developments in the trade union organization and the Vietnamese workers' movement, achieving even greater and more impressive accomplishments, making worthy contributions to the renovation process, successfully implementing the industrialization and modernization of the country, and contributing to fulfilling the historical mission of the working class to the nation and people; building a stronger, more prosperous, democratic, just, and civilized Vietnam.
