Da Nang subsidized bus operator owes social insurance for 5 years

On July 1st, the Social Insurance (BHXH) of Da Nang City held a conference to provide the results of implementing social insurance, health insurance (BHYT), and unemployment insurance (BHTN) policies for the first six months of 2024.

At the conference, the Revenue Management and Card Issuance Department of the Da Nang City Social Insurance Agency reported that many businesses in the city are in arrears with social insurance contributions.

Quang An 1 Industrial Joint Stock Company – Da Nang Branch owes social insurance contributions for nearly 5 years.

Among them, Quang An 1 Industrial Joint Stock Company - Da Nang Branch is one of the businesses with long-standing social insurance debt and a large amount of outstanding payments.

According to the Revenue Management and Social Insurance Card Department of Da Nang City, the prolonged social insurance debt of Quang An 1 Industrial Joint Stock Company - Da Nang Branch has seriously affected the lives of its employees.

To date, this company owes over 12 billion VND in social insurance contributions, equivalent to 56 months. The Da Nang City Social Insurance agency, in coordination with relevant departments and agencies, advised the Da Nang City People's Committee to issue a document to the Vietnam Social Insurance agency to resolve and handle the issue. However, to date, Quang An 1 Company has not paid a single penny of the outstanding social insurance debt.

Mr. Nguyen Tri Dai, Director of the Social Insurance Department of Da Nang City, said that in addition to managing the collection and development of participants in social insurance and health insurance schemes, the unit regularly handles businesses that are in arrears or late in paying social insurance contributions, in order to ensure the legitimate rights and interests of employees.

"However, this only goes as far as inspection and supervision because the current enforcement mechanism is not strong enough," Mr. Dai said.

According to Mr. Dai, the Social Insurance agency recently suggested amending the law to include provisions and penalties such as withholding tax invoices and prohibiting the departure of representatives of units that are overdue or have long-term social insurance debts, in order to increase sanctions, but this has not yet been approved.

The Traffic Newspaper has previously published numerous articles reflecting on the situation where Quang An 1 Industrial Joint Stock Company - Da Nang Branch has been continuously in arrears with social insurance contributions and salaries for drivers and bus assistants on subsidized bus routes in Da Nang for a long period of time.
In previous years, every few months, workers on these bus routes would go on strike to demand their wages, causing disruptions to the subsidized bus system.
