Lam Dong voters upset about inadequacies in mineral planning

On the morning of December 9, at the 7th session of the Lam Dong Provincial People's Council, term X, 2021 - 2026, the Standing Committee of the Provincial People's Council presented a report summarizing voters' opinions and recommendations from 94 voter contact points across the province, with more than 10,000 voters attending.

According to the report, many voters emphasized the difficulties and concerns that have persisted in the field of planning and land use, especially the problems related to Decision 866/QD-TTg of the Prime Minister on planning for mineral exploration, exploitation, processing and use in the 2021-2030 period, with a vision to 2050 (Plan 866).

Voters in Ward 2 Bao Loc, Ward Nam Gia Nghia, Commune Bao Lam 1 and Commune Dinh Trang Thuong reported that many existing residential areas mixed with agricultural land are located in the mineral planning area according to Planning 866, making it impossible for people to change the land use purpose, unable to invest, repair houses and civil infrastructure. These areas are all places where stable residential communities have been formed for many years.

Lam Dong voters request the Central Government to soon consider removing existing residential areas from the mineral planning, or provide specific instructions to remove bottlenecks in land and construction procedures.

According to reports, the situation of "stuck in Planning 866" not only makes people feel insecure but also hinders the improvement and completion of infrastructure (schools, highways) and access to housing and production support policies.

The Standing Committee of Lam Dong Provincial People's Council requested the Provincial People's Committee and relevant departments to comprehensively review all planning, especially areas that are stuck in Planning 866, clearly report to voters on the handling roadmap, and at the same time synthesize and recommend the Government, ministries and central branches to consider adjusting inappropriate contents, ensuring the legitimate rights of the people and creating space for sustainable development for the locality.

In addition to Planning 866, voters in many localities also pointed out the slow issuance of land use right certificates, some planning projects being suspended or slow to implement, requesting the province to be more public and transparent about land use planning, and at the same time pay attention to support policies for poor households, the elderly, people with disabilities, and single women.

As Tuoi Tre Online has reported many times before, Planning 866 was issued in 2023. When implemented, it revealed overlapping with land use, forestry, national traffic planning and construction and urban planning, etc.

In Lam Dong, the planning affects tens of thousands of hectares and hundreds of thousands of people, especially in the southern areas of the province. Due to the shortcomings of Planning 866, many large projects, especially transportation - such as highways and infrastructure - have been stalled, land clearance costs have increased, and investment capital flows have been "blocked".

Faced with that reality, Lam Dong and the Central Highlands provinces have continuously proposed adjusting Planning 866 or amending the Mineral Law to fundamentally resolve the problem.
