The project has a 50-year operating period, focusing on development along the Han, Co Co, Vinh Dien and Cam Le rivers. The city will build, renovate and expand 20 inland waterway ports and ancillary works on a total area of over 15 hectares.

Behind the 11 wharves, riverside landscape parks will be formed, with a total area of more than 25 hectares, contributing to creating green space, increasing tourism attraction and improving the quality of urban life.

In addition to serving tourism development, the water port system also acts as public transport connection points, contributing to reducing pressure on road traffic.

The ships are expected to use clean fuel or green energy, with a capacity of 100-500 passengers, meeting the diverse needs of residents and tourists.

The project is divided into two phases with three component projects: Phase 1 (2025–2030) will develop 7 wharves along the Han River, combining landscape parks and cultural tourism products performed on the river. Phase 2 (2028–2031) will develop the remaining 13 wharves on the Co Co, Vinh Dien and Cam Le rivers.
