
Attending the incense offering ceremony were comrades: Nong Thi Ha, Deputy Minister, Vice Chairman of the Ethnic Committee; Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Lo Van Phuong, Member of the Provincial Party Standing Committee, Chairman of the Provincial People's Council; Mua A Vang, Alternate Member of the Party Central Committee, Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; leaders of the Provincial People's Council - People's Committee; leaders of the Provincial Party Committees; delegates attending the Congress.

In a solemn atmosphere, the delegation laid wreaths, offered incense, and respectfully expressed gratitude and remembrance to General Vo Nguyen Giap, along with the cadres, soldiers, youth volunteers, and frontline laborers; the army and people who fought bravely and sacrificed to create the Dien Bien Phu Victory. The delegation respectfully hoped that the souls of the heroic martyrs would bless the nation and its people; that Vietnam would live forever and be prosperous; that the Vietnamese people would always be peaceful and happy; and that the 4th Congress of Ethnic Minorities of Dien Bien Province in 2024 would be a great success.


Next, the delegation visited the Dien Bien Phu Historical Victory Museum and admired the panorama recreating the Dien Bien Phu Campaign.
