Chairman of the Provincial People's Committee Le Thanh Do presented a report on the implementation of Resolution No. 11-NQ/TW of the Politburo in the province; directions and tasks in the coming time. To implement the Resolution, the Party Committee of the Provincial People's Committee has developed and submitted to the Standing Committee of the Provincial Party Committee the establishment of a steering committee; issued the operating regulations of the steering committee as a basis for organizing, directing and implementing with efforts and determination to complete the goals and targets of the Resolution. The implementation results are quite positive: The economy continues to grow and develop, the average GRDP growth rate in the period of 2021 - 2023 is estimated at over 9%/year; in 2023, the GRDP growth rate is estimated at over 10%, the average GRDP per capita is over 46 million VND/year, the poverty rate according to the new poverty standard has decreased to over 26%. It is estimated that by the end of 2023, the province will have 2 communes meeting the advanced new rural standards; 56 communes have met and basically met the new rural standards; political security and social order and safety have been ensured; the national defense and people's security posture has been firmly consolidated.

Delegates attending the conference focused on discussing, analyzing and evaluating the implementation of Resolution No. 11-NQ/TW; pointing out difficulties, obstacles and limitations in the implementation process. At the same time, they proposed specific directions and solutions to implement the Resolution in the coming time.

Concluding the conference, Secretary of the Provincial Party Committee Tran Quoc Cuong, Head of the Steering Committee, affirmed: Resolution No. 11-NQ/TW of the Politburo has a very important political significance, the goal by 2023 is that the Northern Midlands and Mountains region will be a region of green, sustainable and comprehensive development. The set goals have been focused on leadership and direction for implementation. However, some implementation contents are still slow. Therefore, in order to effectively implement the Resolution in the coming time, Party committees, Party organizations, authorities at all levels and sectors need to step up propaganda, dissemination and create unity in awareness. Focus on directing socio -economic development at all levels, sectors and fields must be placed in the overall development linkage of the Northern Midlands and Mountains region. The Provincial People's Committee, based on the Working Regulations of the Steering Committee, proactively advises and develops the Steering Committee's 2024 action plan and a specific work program between the two meetings of the Steering Committee as a basis for monitoring and evaluating the implementation effectiveness and completion time before December 31, 2023. Urgently advises on the establishment of a provincial Coordination Team to carry out the tasks of coordinating the development of the Northern Midlands and Mountains region; focuses on accelerating the implementation of the Traffic Road project connecting key economic areas in the dynamic economic region along National Highway 279 and National Highway 12, striving to complete before December 31, 2024; proposes to invest in the Son La - Dien Bien Expressway - Tay Trang International Border Gate Phase 1 construction project.
