The delegates were divided into three groups 1, 2, 3, discussing separately on 6 topics, aiming to assess the current status of implementation of the Library Law and documents guiding the implementation of the Library Law. At the same time, they proposed new contents not yet included in the regulations, issues that need to be amended and supplemented to the Library Law in the coming time.

Six topics were discussed, including: Identifying library activities that need additional implementation guidance documents; Advantages and difficulties in implementing the grassroots library model and proposing solutions; What should the library do to make people and the community aware of the library's activities, products and services; Solutions for building effective reading promotion programs; Solutions for building a shared digital platform, linking and sharing data in library activities; Proposing library services to effectively serve readers.
In the topic "Solutions to build a shared digital platform, linking and sharing data in library activities", group 1 proposed five main solutions, which are policy mechanisms; building a digital transformation project; technology; training, technology transfer; promoting database connectivity and linkage.
