Delegates continue to investigate the progress of the most expensive road on the planet in Hanoi

It is expected that by the end of the second quarter of 2025, Dong Da and Ba Dinh districts ( Hanoi ) will complete site clearance for the Ring Road 1 project and if the site is handed over on schedule, the project will be completed by the end of 2025.

On the morning of December 11, the 20th session of the Hanoi People's Council questioned the issues that the city and relevant agencies had committed to at previous sessions.

Delegate Nguyen Quang Thang (Long Bien District Delegate Group) said that the Ring Road 1 project, Hoang Cau - Voi Phuc section, plays an important role for the city and the inner city.

At the 14th session, held in December 2023, the City People's Committee committed to completing the project by the end of 2024 and early 2025. Therefore, delegates requested that the city's authorities provide information on the project's progress.

Responding to this content, Mr. Dong Phuoc An, Director of the Hanoi City Civil Construction Investment Project Management Board, said that the current progress of the Ring Road 1 project has not met requirements.

According to the plan, the project is expected to be completed by the end of 2024. However, the site clearance process has encountered many difficulties, such as people not cooperating, not confirming the origin of the land, not confirming the boundaries. Some households have even received money but have not yet handed over the site... leading to the project being behind schedule.

The Project Management Board has coordinated with the People's Committees of Dong Da and Ba Dinh districts to report to the city and propose solutions. Up to now, the appraisal of compensation and resettlement plans has made much progress. It is expected that in the first quarter of 2025, Ba Dinh district will complete land acquisition and resettlement, and in the second quarter of 2025, Dong Da district will also complete land acquisition and resettlement.

Mr. An also said that the current difficulty is resolving people's petitions. There are currently 409 households with petitions, so the People's Committees of the districts must both organize dialogues and respond to petitions for the people.

"The biggest task in the coming time is to remove difficulties and promote site clearance. We have asked contractors to be ready, and when the site is available, construction will begin immediately. If site clearance is carried out according to the updated plan, the project will be completed in 2025," said Mr. An.

The most difficult project in the country

According to Chairman of Dong Da District People's Committee Le Tuan Dinh, for the Ring Road 1 project, the district has 643 land acquisition plans (each organization or individual using land is one plan). Up to now, the District People's Committee has approved all 643 plans, of which more than 100 plans have paid and handed over the land.

Mr. Dinh said that this is the most difficult project in the country and the city. Up to now, the city has had many policies to remove obstacles, including 8 specific groups of policies. The District People's Committee committed to handing over the site to the investor in the first quarter of 2025, and at the latest in the second quarter of 2025 to implement the project.

Chairman of Ba Dinh District People's Committee Ta Nam Chien said that there are 1,334 land use management plans in the district. However, land management in the past was lax, so compensation and site clearance work encountered many difficulties.

"There have been nearly 1,000 complaints and denunciations related to this project alone," said Mr. Chien.

According to Mr. Chien, the District People's Committee has currently paid 667 compensation plans. The final plans have been publicly posted and are expected to be approved in December 2024. By the first quarter of 2025, the district will hand over the site to the investor for construction.

It is known that the Ring Road 1 project, Hoang Cau - Voi Phuc section, is 2,274m long, with a cross-section of 50m. The starting point of the route intersects with Cat Linh - La Thanh - Yen Lang road at Hoang Cau (Dong Da district), the end point is at Voi Phuc intersection (Ba Dinh district); synchronously connecting technical infrastructure and landscape architecture.

The investment level for phase 1 of the Ring Road 1 project, Hoang Cau - Voi Phuc section, is over 7,211 billion VND. Of which, the construction cost is 627 billion VND; the site clearance cost is over 5,818 billion VND, allocated from the city budget. This project was once considered "the most expensive road on the planet" with over 7 trillion VND invested in over 2km of road.
