Why are the budgets being adjusted repeatedly?
Questioning the Director of the Department of Finance regarding financial and budgetary matters, Representative Nguyen Duc - Head of the Economic and Budget Committee of the Provincial People's Council - stated that adjusting the budget estimates of units is inevitable. However, in 2024, the Provincial People's Committee issued 63 decisions to adjust the budget estimates of units at the provincial level. So, how do these budget adjustments impact the management of the province's budget?
Representative Lam Quang Thanh – Deputy Head of the Economic and Budget Committee of the Provincial People's Council – stated that in the past, the Department of Finance advised the Provincial People's Committee to submit to higher levels the allocation of increased revenue, expenditure savings, and plans for allocating increased and surplus revenue... However, this work has been slow, leading to a situation where funds are allocated to localities with little time left for implementation. This results in many funds being transferred or canceled, reducing the efficiency of capital utilization. What are the solutions to address this issue?
Meanwhile, delegate Tran Thi Bich Thu - Head of the Culture and Social Affairs Committee of the Provincial People's Council - questioned the responsibility of the Director of the Department of Finance and the Department of Education and Training regarding the delay in allocating funds, the failure to allocate funds, and the cancellation of significant budget estimates in the implementation of several resolutions in the field of education.
Responding to the questions, Mr. Dang Phong, Director of the Department of Finance, stated that the Budget Law allows for adjustments to budget estimates. The goal of these adjustments is to improve budget efficiency and comply with the policies of all levels of government. In particular, the Prime Minister issues annual directives or instructions on budget and finance matters, requiring localities to rearrange and adjust expenditures in their budget estimates to maximize efficiency.
Therefore, based on this, the department has adjusted the budget accordingly. The Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial People's Council have commented on some contents that require budget adjustments. In the past, there have been approximately 67 directives from the Ministry of Finance and the Provincial Party Committee on this matter. And these adjustments are being implemented in accordance with the resolutions of the Provincial People's Council.
"In addition to adhering strictly to the policies of various sectors and levels, the adjustments have yielded positive results. Almost all the adjusted resources have shown better performance than before," Mr. Phong affirmed.
In the field of education, regarding Resolution 21 of the Provincial People's Council on regulations on some policies to support the development of reading culture for students in general schools in the province, giai đoạn 2021 - 2025, Mr. Phong suggested that relevant units and localities develop plans and submit their needs to the Department of Education and Training for compilation. The Department of Education and Training will then coordinate with the Department of Finance to allocate the remaining 5.3 billion VND, averaging 600 million VND per library. Although implementation has not been carried out for the past four years, the focus will be on resolving this issue completely in 2025 (the final year).

Mr. Thai Viet Tuong, Director of the Department of Education and Training, explained that the results of implementing Resolution 21 have not been achieved due to a lack of close coordination. The progress of implementing Resolution No. 07 of the Provincial People's Council on the project of surveying, preparing cadastral records, and issuing certificates of land use rights for forestry land in 9 mountainous districts of the province for the period 2021-2026 was a matter of great interest to many delegates, who participated in questioning the Director of the Department of Natural Resources and Environment.
According to Representative Dinh Van Huom, Head of the Ethnic Affairs Committee of the Provincial People's Council, through the Provincial People's Council's supervision, the surveying and declaration work has only reached 33 out of 85 communes (38.8%). To date, only 571 out of 67,559 land use right certificates have been registered, these being certificates issued for the first time or renewed. So, what is the biggest obstacle currently?

Meanwhile, delegate Dang Tan Phuong, Deputy Head of the Ethnic Affairs Committee of the Provincial People's Council, said that at the end of 2023, the Provincial People's Council issued Resolution No. 44 on accelerating the implementation of Resolution 07 and rectifying the significant discrepancies in districts regarding the actual volume of measurements, adjustments to changes, and machine-based surveying.
Specifically, previously, a 1/10,000 scale map was used as the input data for drafting the resolution. However, this scale is now inaccurate and cannot be accurately measured, requiring a switch to machine surveying; yet, the data still shows significant discrepancies compared to the resolution. Therefore, the Provincial People's Council assigned the Provincial People's Committee to direct the relevant agencies to promptly submit a proposal to the Provincial People's Council to amend and adjust Resolution 07 in the second quarter of 2024. However, after one year, the Department of Natural Resources and Environment has yet to submit the amendment to the resolution to the Provincial People's Council, causing difficulties in implementation in localities. Therefore, what is the responsibility of the Director of the Department of Natural Resources and Environment for this delay?
Responding to questions from delegates, Mr. Bui Ngoc Anh, Director of the Department of Natural Resources and Environment, stated that when implementing the new surveying method and determining land parcels, significant discrepancies were discovered in the data. The estimated cost has increased by approximately 28 billion VND. The Department of Natural Resources and Environment is committed to submitting a revised proposal to the Provincial People's Council in the first quarter of 2025.
“Upon assuming the position of Director of the Department of Natural Resources and Environment, I worked with five domestic consulting firms on surveying to resolve issues for the districts. The difficulty lies in the planning of the three types of forests, which has been submitted to the Ministry of Agriculture and Rural Development but has yet to yield results. If it is not included in the three types of forests, then it is not included in Resolution 07.”
"We are striving to complete the surveying for cadastral mapping, land registration, and ultimately the issuance of land certificates by 2025. The crucial issue is the participation of the people, because the number of registrations is only 18% compared to the figures in Resolution 07," Mr. Anh said.
Chairman of the Provincial People's Council Nguyen Duc Dung stated that, during the questioning session, the heads of departments and agencies demonstrated competence and a clear understanding of the realities of their respective sectors . They answered frankly, without beating around the bush or avoiding difficult and complex issues ; they provided relatively complete answers to the delegates' questions , thereby clarifying many issues of concern to the Provincial People's Council delegates ; and meeting the requirements and expectations of voters, the people , and the members of the Provincial People's Council .
