The political report presented by Comrade Le Van Kien, Provincial Party Committee member, Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee, term XI, at the Congress affirmed: In the 2019 - 2024 term, with the timely direction and guidance of the Central Committee of the Vietnam Fatherland Front, the close leadership and direction of the Provincial Party Committee, the close coordination of the Provincial People's Council, Provincial People's Committee, all levels, branches, member organizations and the active participation of all classes of people in the province, the work of the Front and patriotic emulation movements launched and chaired by the Front continued to develop and achieved many important results, contributing to affirming the role and position of the Front in all areas of social life.
Following the direction of superiors and based on the practical situation, the Fatherland Front at all levels in the province has actively propagated and mobilized people of all walks of life to carry out patriotic emulation movements, focusing on striving to complete the goals and tasks of socio-economic development in the locality. Campaigns and patriotic emulation movements continue to be innovated in a practical and effective direction, focusing on residential areas, promoting the role of self-management, potential and creativity of people of all walks of life, building thousands of models at the grassroots level.
In particular, with nearly 3% of ethnic minorities and 23.65% of religious people (Catholics and Buddhists) living in the province, over the past 5 years, the Fatherland Front at all levels in the province has attached importance to and carried out well the work of ethnic minorities and religions. The Provincial Fatherland Front has chaired and coordinated with a number of member organizations and 2 religious organizations to direct the effective implementation of 5 pilot models related to environmental protection and civilized lifestyle. In particular, the model of "Mobilizing religious dignitaries, officials, and monks to join hands to build houses of solidarity between Catholics and Buddhists" is a typical model nationwide, vividly demonstrating the solidarity between Catholics and Buddhists.
Implementing the model, over the past 5 years, the whole province has built 48 houses of solidarity between Catholics and non-Catholics with a total cost of more than 9 billion VND, of which Buddhist dignitaries supported over 1.3 billion VND, Catholic dignitaries supported over 1.09 billion VND, the "Repaying gratitude and social security" Fund supported 921 million VND, the rest is the support source of family and clan members.
Over the past 5 years, the whole province has mobilized over 135 billion VND to support the "Repaying gratitude and social security" Fund. From the Fund's support, 2,122 poor households and policy households in the province with housing difficulties have had their houses repaired or built; many wounded and sick soldiers have been supported with wheelchairs; thousands of poor people have received livelihood support, many poor students have been able to go to school... The work of directing, propagating and mobilizing people to participate in the prevention and control of the COVID-19 epidemic has achieved positive results; mobilizing, receiving and promptly distributing money, goods, medical equipment and supplies, and other resources worth over 103.5 billion VND.
The work of participating in Party and government building, supervision and social criticism has been focused on and has many innovations, which have been recognized by Party committees, authorities and people. During the term, the Fatherland Front at all levels chaired and organized 1,100 supervision meetings; coordinated and participated in over 3,250 meetings. Of which, the Provincial Fatherland Front chaired and supervised 16 meetings at 28 agencies and units, and organized supervision through documents at 12 agencies, units, districts and cities in the province. The new point is that for the first time, 1 National Assembly delegate and 4 Provincial People's Council delegates were supervised; 2 social criticism conferences were chaired and organized. The People's Inspection Committees chaired 914 supervision meetings, and the Community Investment Supervision Committee supervised 502 works and projects in the area.
Through supervision, there were proposals and recommendations that were accepted by the units and solutions were found, contributing to the good implementation of democracy at the grassroots level, fighting against manifestations of corruption and waste in construction of works and projects in the area, creating trust among the people, and maintaining stability at the grassroots level.
The Fatherland Front at all levels actively participated in contributing to the success of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, with a voter turnout rate of 99.57%. This is the election with the highest voter turnout rate ever, with no unit having to hold a re-election or additional election.
People's foreign affairs work has been carried out with attention, contributing effectively to foreign affairs work in the province. The content and methods of operation of the Fatherland Front at all levels have been innovated and deepened. The organizational system of the Fatherland Front has been regularly consolidated and expanded, with a reasonable structure, ensuring representativeness, typicality and practicality; gathering outstanding people in various fields and economic sectors, increasing the number of non-Party members representing social classes participating in the Fatherland Front Committee, truly being a reliable "bridge" between the People and Party committees and grassroots authorities.
With the theme of the new term: "Solidarity - Democracy - Creativity - Development", the Report affirms the determination to promote the role of the Fatherland Front at all levels in building the great national unity bloc, religious unity, creating social consensus; promoting emulation in studying, creative work, promoting all potentials and resources among the people to improve the material and spiritual life of the people and serve socio-economic development; actively innovating the content and methods of operation so that the Fatherland Front is truly a political alliance, a voluntary union; performing well the role as a bridge between the Party, the State and the people; strengthening the people's trust in the Party, the State and the socialist regime; practicing democracy, performing well the task of representing and protecting the legitimate and legal rights and interests of the people; improving the quality and effectiveness of supervision, social criticism and dialogue activities; proactively and actively participating in giving opinions on Party and government building; fight against corruption and negativity; promote digital transformation; focus on grassroots, effective and efficient operations.
The report also sets out general objectives, 7 main targets and 3 breakthroughs, 6 action programs to successfully implement the goals and tasks in the new term. Of which, 3 breakthroughs are: Continuing to improve the quality and effectiveness of the supervision and social criticism of the Fatherland Front at all levels, focusing on supervising the cultivation and training of ethics and lifestyle of leaders, key officials and party members; participating in giving social criticism on draft policies, especially those related to the legitimate rights and interests of the people. Strengthening propaganda work; mobilizing people to practice civilized urban lifestyles and cultural behavior in tourism activities with the meaning: Ninh Binh - Friendly destination, Millennium Heritage city. In particular, priority is given to developing green and clean industry along with developing tourism to become a key economic sector, the agricultural sector plays a supporting role; promoting cultural - historical, natural and ecological values, especially the unique values of the people, the land of the Ancient Capital, the outstanding global values of the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex. This is the right viewpoint and strategy, from which important achievements have been achieved, creating a solid foundation and a premise and basis for Ninh Binh province to make strong breakthroughs, striving to achieve greater goals.
In the recent period, the world political and economic situation has been complicated and unpredictable, especially heavily affected by the Covid-19 pandemic and the Russia-Ukraine conflict. However, closely following the leadership and direction of the Party Central Committee, the Government, the National Assembly, and the Vietnam Fatherland Front, with the spirit of solidarity, unity, promoting democracy, concentration, proactiveness, flexibility, high determination and timely, synchronous, and effective implementation of many solutions, Ninh Binh province has overcome difficulties, and the socio-economic situation has achieved positive, comprehensive, and clear results in the following areas:
The province's economic growth rate has always maintained a fairly high growth rate. In the 2021-2023 period, the province's average growth rate reached 7.34%, higher than the national average. In the first 6 months of 2024, the economic growth rate (GRDP) continued to increase by 8.19% over the same period in 2023, ranking 12th out of 63 provinces and cities nationwide and 6th out of 11 provinces and cities in the Red River Delta. The scale of the province's economy is constantly expanding, reaching nearly 89 trillion VND by the end of 2023. The economic structure has shifted in a positive and harmonious direction, with industry, construction and services accounting for nearly 90% of GRDP. The average income per capita in 2023 reached 5.33 million VND/month, ranking 11th out of 63 nationwide and 6th out of 11 in the Red River Delta. Since 2022, the province has become self-balancing in budget and has a regulation rate on the central budget...
Services have developed strongly, especially tourism has developed towards high-quality eco-tourism; building a tourism brand associated with cultural - historical - natural values, with Trang An Scenic Landscape Complex recognized by the UNESCO Director General as one of the most exemplary and typical models in the world for the successful combination of economic development and sustainable tourism, ensuring the harmony of interests of the People, the State and businesses. Gradually becoming a national and international tourism center, ranked in the top 15 destinations in the world, in the top 10 provinces with the highest number of visitors in the country; evaluated and voted by many prestigious international travel websites as the most attractive, hospitable and favorite tourist destination. In 2023, the growth rate will be the second in the country (reaching 13.23%), welcoming over 6.5 million visitors; In the first 7 months of 2024, it welcomed over 6.5 million visitors (up 34% over the same period and equal to the whole year of 2023), revenue increased by 48%.
The Chairman of the Provincial People's Committee affirmed: The coordination between the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee has always been identified as an important and regular task, organized and implemented effectively, promoting the active role of the Fatherland Front and people's organizations in implementing socio-economic development tasks and ensuring national defense and security in the new situation.
During the 2019-2024 term, the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee agreed to promulgate and well implement the Regulations on coordination of work, ensuring proper functions, tasks, powers, and legal regulations, in accordance with the practical situation; with the principle of: "Solidarity, unity, equality, mutual respect on the basis of jointly implementing the Party's guidelines and policies, the State's policies and laws, the goals of socio-economic development, maintaining security, national defense, political stability, building a socialist rule-of-law state of the people, by the people and for the people".

Tiếp đó, Đại hội đã nghe Báo cáo kết quả hiệp thương cử Ủy ban và Ban Thường trực Ủy ban MTTQ Việt Nam tỉnh nhiệm kỳ 2024-2029. Theo đó, trong phiên thứ nhất Đại hội đại biểu MTTQ Việt Nam tỉnh Ninh Bình lần thứ XII, với tinh thần đoàn kết, dân chủ, Đại hội đã hiệp thương cử ra 80/85 vị Ủy viên, với số lượng, thành phần, cơ cấu phù hợp, thể hiện rõ tính đại diện, tính tiêu biểu, có khả năng đảm trách và cụ thể hóa thực hiện những trọng trách của MTTQ Việt Nam tỉnh trong nhiệm kỳ mới.
Tại phiên họp đầu tiên, Ủy ban MTTQ Việt Nam tỉnh Ninh Bình khóa XII, nhiệm kỳ 2024-2029 đã hiệp thương dân chủ cử Ban Thường trực Ủy ban MTTQ Việt Nam gồm 6 vị. Đồng chí Nguyễn Hoàng Hà, Ủy viên Ban Thường vụ, Chủ tịch Ủy ban MTTQ Việt Nam tỉnh khóa XI, tái cử giữ chức Chủ tịch Ủy ban MTTQ Việt Nam tỉnh Ninh Bình khóa XII. Các đồng chí: Lê Văn Kiên, Tỉnh ủy viên, Phó Chủ tịch Thường trực Ủy ban MTTQ Việt Nam tỉnh khóa XI; Đinh Trường Sơn, Phó Chủ tịch Ủy ban MTTQ Việt Nam tỉnh khóa XI tái cử giữ chức Phó Chủ tịch Ủy ban MTTQ Việt Nam tỉnh khóa XII.
Phát biểu nhận nhiệm vụ trước Đại hội, thay mặt Ủy viên Ủy ban MTTQ Việt Nam tỉnh Ninh Bình khóa XII, nhiệm kỳ 2024-2029, đồng chí Nguyễn Hoàng Hà, Ủy viên Ban Thường vụ Tỉnh ủy, Chủ tịch Ủy ban MTTQ Việt Nam trân trọng cảm ơn sự tin tưởng và tín nhiệm của Đại hội, đồng thời xin hứa sẽ đoàn kết, thống nhất, khắc phục mọi khó khăn, không ngừng rèn luyện nâng cao trình độ về mọi mặt, tiếp tục đổi mới nội dung, phương thức hoạt động; tổ chức thực hiện thắng lợi các mục tiêu, chương trình hành động mà Nghị quyết Đại hội đề ra.
Trong thời gian tới, Ủy ban MTTQ Việt Nam tỉnh mong muốn tiếp tục nhận được sự quan tâm chỉ đạo, hướng dẫn của Ban Thường trực Ủy ban Trung ương MTTQ Việt Nam; sự lãnh đạo, chỉ đạo của Tỉnh ủy và sự phối hợp chặt chẽ hơn nữa của Thường trực HĐND, lãnh đạo UBND tỉnh cùng các sở, ban, ngành, đoàn thể, để công tác Mặt trận của tỉnh ngày càng đạt được những kết quả tốt đẹp, góp phần xứng đáng xây dựng tỉnh Ninh Bình ngày càng phát triển, đến năm 2035 trở thành thành phố trực thuộc Trung ương.
Trong chương trình, Đại hội tiến hành hiệp thương cử Đoàn đại biểu tỉnh Ninh Bình đi dự Đại hội đại biểu toàn quốc MTTQ Việt Nam lần thứ X, gồm 9 vị (7 đại biểu chính thức và 2 đại biểu dự khuyết).
Với tinh thần thống nhất rất cao, Đại hội đã thông qua Nghị quyết Đại hội đại biểu Mặt trận Tổ quốc Việt Nam tỉnh Ninh Bình lần thứ XII, nhiệm kỳ 2024 - 2029 nhằm tiếp tục cụ thể hóa chủ trương, đường lối của Đảng về xây dựng khối đại đoàn kết toàn dân tộc và công tác Mặt trận.
Theo đó, mục tiêu tổng quát trong nhiệm kỳ tới, đó là: MTTQ các cấp thực hiện tốt vai trò nòng cốt chính trị, là cơ sở chính trị của chính quyền nhân dân, phối hợp hiệp thương thống nhất hành động với các tổ chức thành viên nhằm tập hợp, đoàn kết, phát huy mạnh mẽ mọi nguồn lực, tiềm năng, sáng tạo của Nhân dân; đại diện, bảo vệ quyền và lợi ích hợp pháp, chính đáng của Nhân dân; để Nhân dân là chủ, làm chủ, lấy nhân tố con người là trung tâm, là chủ thể, nguồn lực, mục tiêu, động lực chủ yếu của đại đoàn kết toàn dân tộc; thực hiện tốt các hoạt động tự quản cộng đồng; phát huy những giá trị văn hóa, sức mạnh và tinh thần cống hiến của người dân, tạo nguồn lực nội sinh và động lực đột phá; khơi dậy mạnh mẽ truyền thống yêu nước, niềm tự hào dân tộc, ý chí, khát vọng xây dựng tỉnh Ninh Bình ngày càng phát triển nhanh và bền vững, đến năm 2035 trở thành thành phố trực thuộc Trung ương với đặc trưng là di sản đô thị, thành phố sáng tạo.
Phát biểu bế mạc Đại hội, đồng chí Nguyễn Hoàng Hà, Ủy viên Ban Thường vụ Tỉnh ủy, Chủ tịch Ủy ban MTTQ Việt Nam tỉnh khẳng định: Sau hai ngày làm việc nghiêm túc, trách nhiệm, Đại hội đại biểu MTTQ Việt Nam tỉnh Ninh Bình lần thứ XII, nhiệm kỳ 2024 - 2029 đã hoàn thành các nội dung, chương trình đề ra. Thành công của Đại hội là cơ sở quan trọng để tiếp tục củng cố khối đại đoàn kết toàn dân, động viên các tầng lớp nhân dân trong tỉnh hăng hái thi đua lao động sản xuất, học tập, công tác, góp phần thực hiện thắng lợi Nghị quyết Đại hội Đảng bộ tỉnh lần thứ XXII và các mục tiêu, nhiệm vụ trong thời gian tiếp theo.
Đồng chí Chủ tịch Ủy ban MTTQ Việt Nam tỉnh thay mặt Đại hội kêu gọi các tổ chức thành viên, các tầng lớp nhân dân trong tỉnh phát huy kết quả đã đạt được và truyền thống đoàn kết, yêu nước của dân tộc, tạo ra sức mạnh tổng hợp, quyết tâm đưa Nghị quyết Đại hội vào cuộc sống; động viên các tầng lớp nhân dân hưởng ứng thực hiện 6 chương trình hành động, 3 khâu đột phá đã được Đại hội thông qua; tiếp tục đổi mới nội dung và phương thức hoạt động của MTTQ các cấp, để đạt được những kết quả rõ nét hơn, thành tích cao hơn, góp phần xây dựng tỉnh Ninh Bình giàu đẹp, văn minh, đến năm 2035 trở thành thành phố trực thuộc Trung ương với đặc trưng đô thị di sản, thành phố sáng tạo.
Trước mắt, bằng những hành động thiết thực, thi đua lập tích chào mừng Đại hội đại biểu toàn quốc MTTQ Việt Nam lần thứ X; chào mừng kỷ niệm 65 năm Bác Hồ về thăm Ninh Bình; chào mừng Đại hội Đảng bộ các cấp nhiệm kỳ 2025-2030.
