During the 2020-2025 term, the BIDV Tuyen Quang Party Committee played a key political role, fostering unity and solidarity, and effectively leading the implementation of assigned tasks, contributing to socio-economic development and social welfare in the locality. All objectives set forth in the Congress Resolution were achieved and exceeded; the leadership capacity and fighting strength of the Party organization and its members were gradually enhanced.

During this term, the BIDV Tuyen Quang Party Committee consistently achieved a rating of "good" or higher in fulfilling its duties; Party members always demonstrated exemplary conduct in political ideology, character, ethics, and lifestyle, actively implementing the Party's guidelines, policies, and the laws of the State. The results of the Party member performance evaluation over the years showed 100% achieving "good" or higher in fulfilling their duties, with no cases of disciplinary violations.

Regarding business operations, although the beginning of the term was affected by the Covid-19 pandemic, business indicators showed stable and sustainable growth; the capital structure improved in a positive and stable direction.

As of December 31, 2024, BIDV Tuyen Quang had mobilized capital reaching nearly VND 4,625 billion, with an average growth rate of nearly 5% per year; outstanding loans reached VND 4,392 billion by December 31, 2024, with an average growth rate of approximately 13% per year; and the non-performing loan ratio was controlled at below 2%. The unit ensured employment and income for its employees; fulfilled all obligations to pay taxes to the state budget; and during the 2020-2024 period, the total value of social welfare activities implemented in the province was nearly VND 40 billion.

BIDV Tuyen Quang strives to achieve the following goals for the 2025-2030 term: the Party Committee will complete its tasks or better, and the subordinate Party branches will achieve good performance or better; 100% of Party members will complete their tasks, with at least 80% completing them well; 5 new Party members will be admitted; pre-tax profit will grow by an average of 13.2% per year; capital mobilization will grow by an average of 9% per year, reaching VND 7,760 billion by the end of the term; outstanding loans will grow by an average of 10% per year, reaching VND 7,780 billion by the end of the term; service revenue will grow by an average of 10% per year, striving to reach VND 23 billion by the end of 2023; and non-performing loans will be kept below 1.5% of total outstanding loans throughout the term.

Comrade Le Ngoc Lam, Deputy Secretary of the Party Committee and General Director of BIDV Vietnam, delivered a speech at the Congress.

In his address to the Congress, Comrade Le Ngoc Lam, Deputy Secretary of the Party Committee and General Director of BIDV, acknowledged the achievements of the BIDV Tuyen Quang Party Committee during the past term. These achievements have made a significant contribution to the overall success of the entire BIDV system.

At the same time, it clearly demonstrates the role and responsibility of the bank in the socio-economic development of the locality. The comrade suggested that in the next term, the BIDV Tuyen Quang Party Committee should continue to closely follow BIDV's overall development orientation; enhance the leadership capacity and fighting strength of the Party organization; and build a team of cadres and Party members with good qualities, capabilities, a sense of responsibility, and unwavering resolve, meeting the requirements of the new situation.

He expressed confidence that the BIDV Tuyen Quang Party Committee will continue to strive to fulfill the targets set for the 2025-2030 term, contributing to the further development and strength of BIDV.

The Congress voted to approve the Congress Resolution; and elected the new Executive Committee of the BIDV Bank Party Committee, consisting of 7 members. Mr. Nguyen Duc Hanh, Director of BIDV Tuyen Quang, was re-elected as Secretary of the Party Committee for the fourth term, 2025-2030. The Congress also voted to elect delegates to attend the higher-level Congress.
