On the morning of November 4, the Party Central Office held a ceremony to announce the Politburo 's Decision on personnel work.
Accordingly, General Trinh Van Quyet, Secretary of the Party Central Committee, ceased to participate in the Central Military Commission and the Standing Committee of the Central Military Commission for the 2025-2030 term.
The Politburo assigned and appointed Mr. Trinh Van Quyet to hold the position of Head of the Central Propaganda and Mass Mobilization Commission.

Mr. Trinh Van Quyet was born in 1966, his hometown is Hai Duong province, now Hai Phong city. In 2016, he was promoted to Major General while serving as Political Commissar of Military Region 2 and in early 2020, he was promoted to Lieutenant General.
In January 2021, Mr. Trinh Van Quyet became a member of the 13th Party Central Committee. Three months later, he assumed the position of Deputy Director of the General Department of Politics of the Vietnam People's Army.
In August 2023, he was promoted to the rank of Senior Lieutenant General and continued to be promoted to the rank of General two years later. In August 2024, Mr. Quyet was elected to the 13th Secretariat and has held the position of Director of the General Political Department of the Vietnam People's Army since then.
The Central Propaganda and Mass Mobilization Commission is an advisory body, assisting the Party Central Committee, directly and regularly the Politburo, the Secretariat on the Party's guidelines, policies and major policies in the field of propaganda and mass mobilization; in the work of Party building in terms of politics, ideology, ethics, perfecting socialist democracy, and the close relationship between the Party and the People; at the same time, it is a specialized and professional body on the Party's propaganda and mass mobilization work.
