Ensuring the progress of the Lao Cai - Vinh Yen 500 kV Transmission Line Project

On June 27, the State Steering Committee for important national programs, works and projects, key to the energy sector held an online conference on site clearance and the implementation status of the Lao Cai - Vinh Yen 500KV Transmission Line Project. Comrade Nguyen Hoang Long - Deputy Minister of Industry and Trade chaired the conference.

Ensuring the progress of the Lao Cai - Vinh Yen 500 kV Transmission Line Project

The leader of the Department of Industry and Trade, on behalf of the Provincial People's Committee, reported on the project's progress at the conference.

The 500kV Lao Cai - Vinh Yen Transmission Line Project has a total length of 229.5km, of which the section passing through Phu Tho province is over 41km, passing through Doan Hung, Thanh Ba, and Phu Ninh districts. Up to now, the project has completed and handed over the site for 468/468 pole foundation locations. Regarding the site clearance of the route corridor, 242/242 anchor intervals have been measured, installed, and handed over; 241/242 anchor intervals have been counted; 167/242 compensation, support, and resettlement plans have been approved; 165/242 anchor intervals have been paid; and 41/242 anchor intervals have been handed over to the contractor. The entire route has completed temporary road construction at 468/468 locations; completed casting foundations at 404/468 locations; and completed erection of 113/468 pole locations; currently pulling the wire for 2/242 anchor intervals.

The implementation of the 500kV Lao Cai - Vinh Yen transmission line project encountered some difficulties due to the delay in approving compensation, support, resettlement and land acquisition plans; some households did not agree, did not cooperate in counting, did not receive compensation; some localities have not completed the handover of the site, especially in the corridor area of ​​the line... This situation affects the construction progress and handover to the investor.

In Phu Tho province, as of June 26, 2025, the site clearance work for the 500kV Lao Cai - Vinh Yen Transmission Line Project through Phu Tho province has paid households and handed over the site at 94/94 pole foundation locations. Within the corridor, 50/50 anchor intervals have been measured, planted, handed over, and counted; the compensation, support, and resettlement plan (provisional) has been approved for 33/50 anchor intervals. Up to now, 100% of the road opening, foundation digging, and foundation casting have been completed; 17/94 poles have been erected, reaching 18.08%...

However, up to now, the site clearance work and the implementation of the 500kV Lao Cai - Vinh Yen Transmission Line Project through Phu Tho province are still stuck. The work of making compensation, support, resettlement plans within the corridor and organizing payment for the corridor is still slow, currently 17/50 anchorages have not approved compensation, support, resettlement and payment plans.

To ensure the project's progress, on June 27, 2025, Vice Chairman of the Provincial People's Committee Nguyen Manh Son signed a document directing the Chairmen of the People's Committees of Doan Hung, Thanh Ba, and Phu Ninh districts to direct relevant agencies and People's Committees of communes to complete and resolve all problems and issues in the project's site clearance and compensation work before June 30, 2025. Officially approve the compensation, support and resettlement plan for the column foundation area and the route corridor area. Hand over the entire route corridor area to the investor to organize the laying of conductors.

At the same time, mobilize people to complete the collection of trees and crops in the corridor, move to new residences to ensure the safety of the Project's wire pulling work. In case the resettlement work has not been completed, arrange funds for people to rent temporary accommodation. Collect all documents on compensation and site clearance of the Project (including technical documents and financial documents) and make final settlement of compensation, support and resettlement work according to issued and paid decisions (phased settlement) to serve the work of managing records and be ready for handover according to regulations...

Concluding the conference, Deputy Minister of Industry and Trade Nguyen Hoang Long emphasized: The Lao Cai - Vinh Yen 500kV Transmission Line Project is a national key project of special importance in ensuring energy security, developing national power transmission infrastructure and serving the socio-economic development of the Northwest region as well as the whole country. He requested Lao Cai, Yen Bai , Phu Tho and Vinh Phuc provinces to be more resolute in directing and thoroughly handling existing problems and obstacles in compensation, support, resettlement and site handover. Central ministries, branches, localities and investors continue to promote the sense of responsibility, closely coordinate, proactively remove difficulties and obstacles, mobilize maximum resources, and have the highest determination to bring the project to the finish line on schedule, energizing on August 19, 2025 in accordance with the direction of the Prime Minister.
