Taking advantage of the sunny weather these days, basic construction projects in Dam Ha district are being accelerated, striving to finish ahead of schedule and contributing to speeding up the disbursement rate of public investment capital.

The Dam Ha District Central Square construction project was approved by the Dam Ha District People's Committee in Decision No. 6354/QD-UBND (dated December 9, 2021) and adjusted in Decision No. 1470/QD-UBND (dated March 3, 2023), with a total investment capital of over 158 billion VND. The project has a total planned area of 5.23 hectares, with investment items including: access roads to the square, the main square area, a green park area, a landscaped lake, and technical and auxiliary infrastructure.
This project has been identified by Dam Ha district as a key priority and a driving force, with a plan to complete investment and construction in 2024, creating a highlight for the urban space of Dam Ha district in line with the goal of building Dam Ha into a model new rural district.
Mr. Nguyen Van Tuong, from the Dam Ha District Investment and Construction Project Management Board, stated: During the construction of the Central Square project, both the investor and the contractor faced numerous difficulties regarding the source of fill soil. In addition, unfavorable weather conditions, with many rainy days in Dam Ha, significantly impacted the overall project progress. Immediately after the issue of fill soil was resolved, the agency's leadership directed departments to closely monitor the site, coordinate closely with the contractor to create a daily and weekly construction schedule for supervision and monitoring.

To meet the set target, the consortium of contractors is currently working diligently to complete the remaining items at the Dam Ha District Central Square construction site. Mr. Le Viet Thanh, Construction Manager (Constrexim8 Investment and Construction Joint Stock Company), stated: "Currently, the weather is dry and the deadline for earthworks has been extended. The contractor has mobilized over 10 pieces of equipment and machinery, along with 50 technical staff and workers, to work day and night to compensate for the previously uncompleted work. The unit is striving to complete the project by December 2024, to hand it over to the investor for use, serving the recreational needs of the people."
According to the investor's assessment, the Dam Ha District Central Square project has reached 75% of the contract value to date, with a disbursement rate of 29% of the planned capital for 2024, bringing the total project disbursement rate to 65%. Several key items have been completed, including: site leveling, the rough construction of kiosks, the parking lot, and retaining walls. Currently, work is focused on paving the square with stone, installing electrical and fire protection equipment, and laying the second layer of base in preparation for asphalt paving of the access roads to the square.

Along with the Square project, a series of other projects invested in by Dam Ha district are currently being actively directed, supervised, and monitored by the Dam Ha District Investment and Construction Project Management Board. Each project and construction work must develop a construction plan, schedule, and completion plan for each item on a weekly and monthly basis, and is closely monitored for progress, technical and aesthetic quality.
Mr. Hoang Vinh Khuyen, Chairman of the Dam Ha District People's Committee, said: The locality regularly holds meetings to review and assess the progress of investment and construction, and the disbursement rate of capital for each project and construction work that has been allocated capital in 2024; any project that does not meet the progress will be severely criticized, and at the same time, capital will be adjusted for projects and construction works with a large disbursement volume and the ability to complete, so that capital cannot remain idle.
Thanks to the implemented solutions, by September 30th, the disbursement rate of public investment capital in Dam Ha district for 2024 reached 31.56% of the annual plan, higher than the provincial average. Many projects and works have now disbursed 100% of their planned capital, such as: the road from the district center to Quang Lam commune; the road from the district center to Quang An commune; the construction of subject classrooms and upgrading and repairing Tan Binh Secondary School; the reinforcement of the irrigation canal in An Son village (Quang An commune) and the renovation of the irrigation canal in Dong village (Duc Yen commune).
The local government's top priority from now until the end of the year is to complete 100% of the adjusted public investment plan, contributing to the successful implementation of the district's socio-economic development tasks and goals for 2024.
