At noon on May 27th, Mr. Hoang Duc Anh, Vice Chairman of the People's Committee of Dong Giang Ward (Dong Ha City, Quang Tri Province), confirmed that a young man had promptly rescued a 7-year-old girl from drowning in the area. Currently, the local authorities are completing the necessary information and documentation to promptly commend and honor this good deed.

Hearing the cries for help, he jumped into the river without thinking.
At noon on May 27th, the phone repair shop of Mr. Pham Van Phuc (32 years old, residing in Ward 1, Dong Thanh Commune, Dong Ha City) was bustling with customers coming in and out to get their phones repaired. While busy repairing phones for customers, Mr. Phuc recounted the story of saving someone two days earlier.
At around 5 PM on May 25th, Mr. Phuc was sweeping the yard in front of his house when he heard cries for help from the bank of the Hieu River, right in front of his phone shop on Hoang Dieu Street. He quickly ran to the other side of the river, looked down at the water, and saw a whirlpool and a clump of black hair.
"I immediately jumped into the river to save the child without thinking. At that time, the water was flowing rapidly and was murky because of the heavy rain the day before. The child had already submerged about a hand's length in the river," Mr. Phuc recounted.
The distance from the shore to where the child was in distress was 3 meters. Mr. Phuc quickly put his arm around the child's stomach and lifted him to the surface of the water. The accident occurred in a deep ravine because that section of the riverbank had been renovated with an embankment, leaving no natural riverbank.
"The baby was unconscious but still breathing, so I brought her to the surface to let her breathe. From the moment I heard the cries for help until I brought her ashore, it only took about two minutes," Mr. Phuc added, saying that if it had been a little later, it might not have been possible.
After bringing the victim ashore, another person provided first aid, and then the family took the child to the hospital.
Phuc said: "I was a little tired at the time, but I was happy to have saved the child, and I didn't think too much about it."

Be careful when your child plays near rivers or bodies of water.
Mr. Nguyen Van Huong (41 years old, residing in Ward 1, Dong Giang Commune, Dong Ha City) said that that afternoon his daughter, along with her older sister and another friend, went to play by the Hieu River. Unfortunately, his 7-year-old daughter slipped and fell into the river.
The older sister cried for help, but was so frightened that she could only mumble and point towards the river, unable to say anything else.
"The family is very grateful to Mr. Phuc for saving the child in time. There are people who, in that situation, wouldn't dare jump down to save him."
"I'm still worried because my grandson is being treated at the hospital, although his health is temporarily stable. I also advise families and children to be careful when playing in areas near rivers and lakes," Mr. Huong said.
Grandmother Hoang Thi Duong, 69 years old, kept saying: "Phuc ran out and jumped in just in time to save her. Thanks to him, otherwise my granddaughter would certainly have died."
