Highlights of the 2020-2025 term: Tuyen Quang achieves significant, comprehensive, and sustainable development.

During the 2020-2025 term, Tuyen Quang province achieved many important accomplishments, creating a strong transformation in the fields of socio-economic development, national defense and security, Party building, and the political system. The main targets and overall objectives set for the term were basically completed, with many targets exceeding expectations significantly.

Tuyen Quang province (old) completed 14/14 targets, completing the goal of making Tuyen Quang a fairly developed, comprehensive, and sustainable province in the northern mountainous region.

Ha Giang province (old) completed 19/22 main targets, ensuring the goal of striving for the province to develop tourism, trade, services and agricultural products.

The work of building the Party and the political system continues to be identified as a key task. Studying and following Ho Chi Minh's ideology, morality and lifestyle is associated with specific and practical actions.

The province focuses on implementing streamlined organizational structure, effective and efficient operations.

The two provinces have completed the consolidation of administrative units, merging and reducing 206 commune-level units, terminating the operations of 18 district-level units; at the same time, reorganizing many party groups, party executive committees and establishing two new provincial-level party committees.

Breakthrough in economic development

During the 2020-2025 period, the economic development of the two provinces grew quite well; the economic scale and per capita GDP in 2025 both increased quite well compared to 2020.

The former Tuyen Quang province has an average annual Gross Regional Domestic Product (GRDP) growth rate of 8.01% over 5 years; the economic scale in 2025 is estimated at VND 55,162 billion, a 1.6-fold increase compared to 2020. In 2025, the average GRDP per capita is estimated at VND 66.68 million/year, an increase of VND 23.16 million compared to 2020; the value of industrial production (at 2010 constant prices) is expected to reach VND 27,700 billion, with an average annual growth rate of 14.9%; the value of agricultural, forestry, and fisheries production is expected to reach VND 11,855.4 billion, with an average annual growth rate of 5.1%; and the value of service sector production is expected to reach VND 18,999 billion, with an average annual growth rate of 8.23%.

The former Ha Giang province has an average annual Gross Regional Domestic Product (GRDP) growth rate of 5.9% over 5 years; the economic scale in 2025 is estimated at VND 40,950 billion, an increase of 1.58 times compared to 2020. In 2025, the average GRDP per capita is estimated at VND 45 million/year, an increase of VND 15.2 million compared to 2020; the value of industrial production (at 2010 constant prices) reached VND 11,833 billion, with an average annual growth rate of 6.63%; the value of agricultural, forestry, and fisheries production reached VND 9,550 billion, with an average annual growth rate of 4.63%; and the value of production in the service sectors reached VND 14,039 billion, with an average annual growth rate of 7.74%.

"The Department of Industry and Trade has proactively coordinated with relevant units to promptly issue mechanisms, policies, and plans for industrial development in the province and organize the implementation of planning, plans, and policies for industrial development in the province. The Department of Industry and Trade has supplemented and integrated the plan for developing industrial parks, clusters and craft villages, the plan for developing energy infrastructure and the provincial power grid for the period 2021-2030, with a vision to 2050. In the period 2020-2025, the whole province has established 16 industrial clusters with a total area of ​​783.6 hectares, total registered investment capital of VND 8,888 billion, the industrial land occupancy rate is about 57%.

The Department of Industry and Trade presided over and coordinated with departments, branches and localities to advise on the establishment of 6 industrial clusters; the Provincial People's Committee decided to establish 6 more industrial clusters, with a total area of ​​628 hectares and a registered capital of more than 6,200 billion VND. Up to now, 32 projects have been completed and put into production, the remaining projects are being accelerated to soon come into operation.

Forest economic development brings high efficiency

After the merger, Tuyen Quang province now has more than 1,011,000 hectares of forest and forestry land, accounting for more than 73% of the natural land area; of which the special-use forest land area is more than 106,043 hectares; protective forest land is more than 352,645 hectares, production forest land is more than 549,545 hectares and the forest area outside the three types of forest is more than 3,062 hectares. More than 89,000 hectares of the province's forest have been granted sustainable management certification (FSC).

Many forest planting households in the province have registered to plant large timber forests to bring high economic efficiency.

"In the past term, the province has issued many specialized resolutions, projects, and key programs to develop sustainable forestry economy. Thanks to that, the forestry economy has developed at a fairly fast and steady pace. The forest coverage rate is maintained at 62.2%, ranking 3rd in the country; on average, more than 15,000 hectares of forest are planted each year, and more than 1.3 million m3 of wood is exploited. The value of forestry production has increased by an average of more than 9% per year, higher than the previous period," said Mr. Pham Manh Duyet, Director of the Department of Agriculture and Environment of Tuyen Quang province.

Currently, the whole province has over 500 wood processing facilities, including 8 large enterprises with modern factories with processing capacity from 20,000m3 to 130,000m3 per year.

Products of companies in Long Binh An Industrial Park, Yen Son Industrial Cluster, Binh Vang Industrial Park, Nam Quang Industrial Cluster such as tables, chairs, furniture, planks, plywood, wood pellets, sawn timber, peeled timber are being exported to markets in countries such as India, China, Korea, Europe, America and Japan.

Entering the 2025-2030 term, the province aims to maintain a forest cover rate of 62.2%; plant 50,000 hectares of new forests; increase the FSC forest area to more than 100,000 hectares; the productivity of planted forests reaches 22m3 /ha/year; the value of planted forest wood reaches 174 million VND/ha (7-year cycle) and 317 million VND/ha (10-year cycle). Tuyen Quang aims to build a high-tech forestry zone and become a large wood production and processing center of the country, worthy of the title "FSC wood capital" of Vietnam.

Infrastructure breakthrough, promoting tourism development

The implementation of the breakthrough in developing transport infrastructure, dynamic urban infrastructure and information technology infrastructure in the direction of modernization in the province has achieved many outstanding results. Many key transport projects have been completed, started and put into use, gradually removing "bottlenecks", creating momentum to promote socio-economic development, ensuring national defense and security. Typical examples are the completion of the Tuyen Quang-Phu Tho expressway project connecting with the Noi Bai-Lao Cai expressway; the implementation of the construction of the Tuyen Quang-Ha Giang expressway (phase 1) and many other important projects.

Along with that, the quality of organizing traditional festivals and cultural and tourism festivals has been improved, creating a unique mark. Phong Luu Khau Vai Market Festival, Mong Panpipe, Buckwheat Flower Festival, Thanh Tuyen Festival... have become unique tourism products, attracting a large number of domestic and foreign tourists. In particular, the province maintains and promotes the value of the title of member of the UNESCO Global Geopark Network of Dong Van Stone Plateau.

Social and cultural development, people's lives are improved

In recent years, along with economic development, the cultural and social sectors in the province have had many positive changes. The management, preservation and promotion of cultural and historical values ​​have been focused on; many cultural heritages have been classified, cultural and sports institutions have been invested in, meeting the increasing enjoyment needs of the people.

Education and training continue to innovate, quality is increasingly improved, the school network is consolidated and streamlined; socialization of education is promoted, people's lives are increasingly improved.

The most obvious is the work of sustainable poverty reduction and improving people's lives in all aspects. The multidimensional poverty rate of Tuyen Quang province (old) has decreased from 23.45% (in 2021) to about 7.38% (in 2025). In the period of 2021-2025, the province has supported the elimination of temporary and dilapidated houses for 13,995 households, with a total cost of over 1,255 billion VND.

Ha Giang province (old) has a multidimensional poverty rate according to the poverty standard for the period 2022-2025 decreasing by an average of 5.87%/year, a decrease of 42,365 poor households compared to 2022. In the period 2021-2025, the whole province has supported the elimination of temporary and dilapidated houses for over 26,000 poor and near-poor households.

Aspiration to rise in the new development stage

After the merger of Tuyen Quang and Ha Giang provinces, the new province named Tuyen Quang officially entered a new development phase with a strong aspiration to rise up, accompanying the country in the era of national growth.

"Tuyen Quang province closely follows the documents of the Central Government, especially Directive No. 45, Resolution No. 57, Resolution No. 66, Resolution No. 68, Conclusion No. 123 and local practices, proactively coordinates to develop timely and specific action programs and plans.
