Promoting propaganda for the Congress of Ethnic Minorities in Thanh Hoa Province

The 4th Congress of Ethnic Minority Representatives of Thanh Hoa Province is expected to be held in the fourth quarter of 2024 at the 25B Conference Center (Thanh Hoa City) with 249 official delegates attending the congress.

On the afternoon of October 3rd, the Steering Committee for the 4th Congress of Ethnic Minorities in Thanh Hoa Province in 2024 held a meeting to implement several tasks related to propaganda and ceremonial preparations for the upcoming festival of ethnic minorities in Thanh Hoa Province. Mr. Pham Van Tuan, Deputy Head of the Provincial Party Committee's Propaganda Department and Head of the Propaganda and Ceremonial Subcommittee of the Steering Committee for the Congress of Ethnic Minorities, chaired the meeting. Representatives from provincial departments and agencies, who are members of the Propaganda and Ceremonial Subcommittee of the Steering Committee, also attended the meeting.

Comrade Pham Van Tuan, Deputy Head of the Provincial Party Committee's Propaganda Department, Head of the Propaganda and Ceremonial Subcommittee, Steering Committee for the Provincial Congress of Ethnic Minorities, chaired the meeting.

The 4th Congress of Ethnic Minority Representatives of Thanh Hoa Province is of great importance in reaffirming the Party and State's concern for ethnic minority and mountainous regions; recognizing the great contributions of ethnic minorities in poverty reduction, new rural development, infrastructure development, and the implementation of ethnic policies. It honors and commends outstanding collectives and individuals among ethnic minorities in the cause of national construction, integration, development, and protection from 2019 to 2024; and serves as a practical way to celebrate the Party Congresses at all levels for the 2025-2030 term. It also assesses the achievements and results of ethnic affairs, ethnic policies, infrastructure development, poverty reduction, and new rural development from 2019 to 2024.

Over the past period, based on Plan No. 235/KH-UBND dated September 28, 2023, of the Thanh Hoa Provincial People's Committee on organizing the 4th Congress of Ethnic Minority Representatives at all levels in Thanh Hoa province in 2024; and fulfilling the assigned tasks according to Decision No. 4546/QD-BCĐ dated December 1, 2023, of the Steering Committee for the 4th Congress of Ethnic Minority Representatives on the establishment of subcommittees for organizing the Congress, the Propaganda and Ceremonial Subcommittee has implemented many tasks. These include issuing Plan No. 01/KH-TBTTKT dated March 8, 2024, to guide districts in carrying out propaganda work for the district-level congresses and developing a comprehensive plan for propaganda about the 4th Congress of Ethnic Minority Representatives of Thanh Hoa province in 2024. The propaganda and ceremonial work contributed to the success of the district-level congresses.

Representatives from the Provincial Ethnic Affairs Committee, members of the Propaganda and Ceremonial Subcommittee, reported on the progress of preparations for the congress.

Accordingly, from April 23, 2024 to June 29, 2023, all 13 districts successfully held their district-level congresses, with 1,611 official delegates summoned to participate. Four districts and towns – Yen Dinh, Vinh Loc, Ha Trung, and Nghi Son town – did not hold their congresses but completed the selection of delegates to participate in the provincial-level congress. The district-level congresses were organized in a solemn, practical, and economical manner, ensuring the objectives and requirements were met. Through the organization of the congresses, the attention and participation of a large number of people were attracted, creating a vibrant and enthusiastic atmosphere, and gaining the support and approval of ethnic minority communities in the mountainous areas of the province. After the district-level congresses, the total number of official delegates selected to attend the provincial-level congress from the 17 districts and towns was 183 delegates (118 men, 65 women).

The 4th Congress of Ethnic Minority Representatives of Thanh Hoa Province is expected to be held in the fourth quarter of 2024 at the 25B Conference Center (Thanh Hoa City) with 249 official delegates attending. The opening session of the congress will be broadcast live on the provincial radio and television station.

To contribute to the success of the provincial-level congress, the Propaganda and Ceremonial Subcommittee directed its members and assistants to develop detailed plans and actively carry out tasks as assigned by the steering committee.

Comrade Ngo Quang Tu, Deputy Editor-in-Chief of Thanh Hoa Newspaper and a member of the Propaganda and Ceremonial Subcommittee, delivered a speech at the conference.

At the conference, delegates who are members of the Propaganda and Ceremonial Subcommittee exchanged and discussed the assigned tasks and responsibilities related to their respective agencies and units.

Comrade Le Van Nam, Deputy Director of the Department of Information and Communications, and a member of the Propaganda and Ceremonial Subcommittee, delivered a speech at the conference.

Speaking at the conference, Comrade Pham Van Tuan, Deputy Head of the Provincial Party Committee's Propaganda Department, acknowledged and highly appreciated the active participation of the members and assistants of the Propaganda and Ceremonial Subcommittee, contributing to the success of the district-level congresses, leading up to the provincial-level congress.

To contribute to the success of the provincial-level congress, Comrade Pham Van Tuan, Deputy Head of the Provincial Party Committee's Propaganda Department and Head of the Propaganda and Ceremonial Subcommittee, requested that member agencies and units of the subcommittee actively implement the assigned tasks. Specifically, the Ethnic Affairs Committee should continue to strengthen coordination in propaganda with central and provincial press agencies; take the lead in coordinating with relevant units to finalize the visual design and ceremonial decorations; and coordinate with units such as the Provincial Border Guard Command, the Provincial Police, the Provincial Youth Union, Hong Duc University, and the Provincial Ethnic Boarding High School to send soldiers, union members, students, and pupils to participate in exchange programs and meet with exemplary individuals.

The press agencies intensified their propaganda efforts, with the Provincial Radio and Television Station taking the lead in coordinating with the Ethnic Affairs Committee and relevant units and individuals to finalize the script, organize exchange programs and meetings with exemplary individuals; and develop a script for the live broadcast of the opening session of the provincial-level congress in a solemn and effective manner.

The Department of Culture, Sports and Tourism, in coordination with the Ethnic Affairs Committee and other agencies and units, carried out the decoration and ceremonial arrangements for the congress; directly supervised the Lam Son Opera and Drama Theatre in developing the script for the artistic program to welcome the congress, and organized rehearsals of the performances to ensure quality for the congress.

Relevant provincial departments, agencies, and organizations, based on their assigned functions and duties, will continue to coordinate with the Provincial Ethnic Affairs Committee and other relevant agencies and units to implement related contents, contributing to the successful organization of the congress. Strengthen propaganda efforts regarding the congress for officials, civil servants, and employees in provincial and district-level agencies and units, as well as the people in the province, contributing to spreading the significance of the festival among the ethnic communities of Thanh Hoa province.

Based on the proposals and recommendations of the members, the Propaganda and Ceremonial Subcommittee will report to the Congress Steering Committee to agree on the implementation of the tasks, preparing for the great festival of the ethnic minority people of Thanh Hoa province.
