By 2030, Vinh Long will have 11 urban areas.

According to the Department of Construction, in the first months of 2024, key projects and works invested in were implemented according to approved planning (QH), building and developing housing associated with urban development planning (DT).

The work of reviewing and adjusting the construction planning to suit the actual socio-economic development situation in the locality and the work of upgrading and developing urban areas to gradually complete the criteria for upgrading urban areas is of interest to localities.

According to Decision No. 1759/QD-TTg of the Prime Minister on approving the Master Plan of Vinh Long province for the period 2021-2030, with a vision to 2050, by 2030, the urbanization rate is expected to reach 30-35%; the urban population rate using clean water will reach over 99%. In addition, the whole province of Vinh Long has 11 urban areas, including: 1 type II urban area, 1 type III urban area, 2 type IV urban areas and 7 type V urban areas.

In the process of developing the DT, the DTs that meet the DT classification criteria earlier or later than the orientation, carry out the evaluation procedures, recognize the DT type at the time of evaluation to meet the DT classification criteria according to regulations. In addition, orient the development of some key DTs.

In which, Vinh Long City is a type II urban area directly under the province; is the political, administrative, economic, cultural, social, educational-training, scientific-technological center of the province; focuses on promoting the development of trade, services, tourism, industry, high-tech agriculture; is an important traffic connection hub of the province and the Mekong Delta region. Binh Minh Town is the economic, industrial, commercial, service and logistics, cultural, and tourism center in the South of the province.

According to the Department of Construction, the province's urbanization rate is currently 28.53% (the plan for 2024 is 28.6%); the rate of households using clean water from the centralized water supply system in the urban area is estimated at: 99.25% (the plan for 2024 is 99.3%).

In order to ensure consistency and conformity between lower-level planning compared to the approved Vinh Long Provincial Planning for the period 2021-2030, with a vision to 2050; at the request of localities, the Department of Construction has advised the Provincial People's Committee to consider approving an extension of the time for preparing construction planning projects for Mang Thit, Vung Liem, Long Ho districts and the detailed planning of the Vinh Long Provincial Policy Cemetery.

Regarding the planning for the construction of Mang Thit district, Vinh Long province to 2030, with a vision to 2050, aiming to achieve a new rural district by 2024, a meeting of the Provincial Planning Appraisal Council was held and the appraisal results were released.

In the first 6 months of 2024, the Provincial Construction Planning Appraisal Council has issued appraisal results for 1 construction planning project for Vung Liem district to 2030, with a vision to 2050, and 3 tasks to adjust and expand the general planning of Long Ho town, Tra On town, and Tam Binh town (these 3 tasks have been approved by the Provincial People's Committee).

In addition, implement the draft to submit to the Provincial People's Committee to request the policy of the Master Plan for sustainable smart urban development of Vinh Long province to 2030 and vision to 2045 according to Decision No. 950 dated August 1, 2018 of the Prime Minister.

In the last months of the year, the Department of Construction submitted to the Provincial People's Committee for approval the planning for the construction of Mang Thit district area until 2030, with a vision to 2050; continued to support districts in establishing planning for the construction of the district area, general urban planning; continued to support localities in establishing general rural planning for commune construction in the new phase.

In addition, submit to the Provincial People's Committee to adjust the Provincial Urban Development Program (expected to be completed by the end of 2024); submit to the Provincial People's Committee for consideration and approval by the Provincial People's Council, as a basis for submitting to the Ministry of Construction for appraisal of the project and recognition of the expanded Vung Liem Town, meeting the criteria for Type IV Urban Area. At the same time, continue to urge and monitor localities in the province to increase the rate of households using clean water from the centralized water supply system in the urban area and the average housing area...

Chairing the regular meeting in July, Mr. Lu Quang Ngoi - Chairman of the Provincial People's Committee directed the Department of Construction to continue implementing policies to develop social housing and low-income housing projects according to the Housing Development Plan for 2024.

In particular, the Department of Planning and Investment urgently completes the plan to implement the Vinh Long Provincial Master Plan for the 2021-2030 period, with a vision to 2050; urgently develops a resolution stipulating criteria for deciding on bidding to select investors to implement investment projects using land in Vinh Long province.
