On November 4, continuing the 8th Session, the National Assembly discussed in the hall the results of the implementation of the 2024 socio -economic development plan and the planned socio-economic development plan for 2025.

Discussing at the meeting hall, Deputy Chairwoman of the National Assembly's Judiciary Committee Mai Thi Phuong Hoa expressed her agreement with the Government's report on the results of implementing the socio-economic plan in 2024 and expected in 2025 with many outstanding achievements.
Accordingly, the clear manifestation is that the direction and administration of the Prime Minister and Deputy Prime Ministers have closely followed reality, operated flexibly, had clear solutions, and clearly pointed out the responsibilities of each agency, organization, and individual. GDP for the whole year of 2024 is estimated to reach 6.8-7%, many targets met and exceeded the plan. Infrastructure development has been strongly promoted, with clear breakthroughs.
Along with that, Deputy Chairwoman of the National Assembly's Judicial Committee Mai Thi Phuong Hoa expressed concern about the issue of fighting waste in the public apparatus. Accordingly, in recent times, our Party and State have paid great attention to the work of fighting waste. Directive No. 27-CT/TW dated December 25, 2023 of the Politburo on strengthening the Party's leadership in the work of practicing thrift and fighting waste. The National Assembly conducted supreme supervision and issued Resolution No. 74/2022/QH15 dated November 15, 2022 on promoting the implementation of policies and laws on practicing thrift and fighting waste. Most recently, the Central Steering Committee on preventing and combating corruption and negativity has been assigned a new task of preventing and combating waste.
According to Deputy Chairwoman of the National Assembly's Judicial Committee Mai Thi Phuong Hoa, General Secretary To Lam's article on combating waste has correctly assessed the current situation, pointed out the causes and proposed many very accurate solutions. It can be said that this is a strong, profound message, encouraging all people, especially officials in the public apparatus, to reconsider the way of using and managing resources in the whole society.

Anti-waste, entering a new era
Mai Thi Phuong Hoa, Vice Chairwoman of the National Assembly's Judicial Committee, said that there are still some officials who take the fight against waste lightly in their management activities. For a long time, they have only considered waste as a behavior that needs to be overcome, but not to a serious level, and have not considered waste as a dangerous behavior for society. Some officials still think that waste is just the ineffective management and use of State capital and assets.
In fact, there is also a waste of opportunities and time, which, according to experts, is the biggest waste of intangible assets of human beings. Once opportunities and time pass, they will never return. As General Secretary To Lam commented: Cumbersome administrative procedures waste the time of people and businesses; the fear of responsibility and pushing work will waste development opportunities for the locality and the country.
According to Deputy Chairwoman of the National Assembly's Judiciary Committee Mai Thi Phuong Hoa, the "achievement disease", "term mindset", and "subjective mindset" of some officials want to carry out projects in their localities, ministries and branches and during their term as leaders to demonstrate their capacity and dynamism; but due to hasty work, subjective calculations, and failure to fully comply with processes and procedures, some projects have not brought about the desired results.
Recently, a number of projects have been singled out by the Central Steering Committee on preventing and combating corruption, waste, and negativity, and are the most specific examples. Another reason, according to delegates, is that sanctions for wasteful behavior have been issued, but their deterrence is not high. The Law on Practicing Thrift and Combating Wastefulness has stipulated personal responsibility, responsibility of leaders, and handling of violations in allowing wastefulness to occur. However, these regulations are mainly warning and reminder in nature. The Penal Code has two articles that mention criminal acts that lead to wasteful consequences. These are Article 179 on the crime of irresponsibility causing damage to property of the State, agencies, organizations, and enterprises, and Article 219 on the crime of violating regulations on management and use of State property causing loss and waste.
In reality, the provisions of this Law are rarely used to deal with wasteful behavior, but are often handled with other crimes such as "Crime of violating accounting regulations causing serious consequences", "Crime of violating bidding regulations causing serious consequences"... With this way of handling, although the crime is still punished, the deterrence and education on anti-waste is not high.
