Clearing the bottleneck

Over the past years, Hue City has materialized the spirit of Resolution 54 of the Politburo through a series of resolutions, programs, plans, and projects. The city also pays attention to connecting training facilities with employers. Many training programs have approached practical needs. A number of large enterprises have chosen Hue as an investment destination, opening up new jobs, creating an environment for high-quality workers to stay...

According to Vice Chairman of Hue City People's Committee Phan Quy Phuong, the Provincial People's Committee (now Hue City) approved Project 1071 in 2023, emphasizing that human resource development must be sufficient in both scale and quality, from intelligence, physical strength, to professional skills and ethics.

Project 1071 identifies many key tasks: Training a team of managers, technical staff, and skilled workers in industrial parks; linking vocational training with market needs; cooperating in training; selecting excellent students to study at home and abroad; and attracting experts, scientists, and administrators to work in Hue.

"This is the way to create human resources that are not only sufficient in quantity but also of high quality, meeting the requirements of international integration," Mr. Phan Quy Phuong emphasized.

Although the city has achieved many results in realizing policies, in reality, promoting the effectiveness of attracting talent still has many bottlenecks.

The results of the thematic monitoring of the Hue City National Assembly Delegation recently showed that: Hue's labor productivity in 2024 will only reach 137.3 million VND/person, lower than the average of the North Central - Central Coast region of 139.2 million VND. The "brain drain" situation has not been overcome. The number of trained workers leaving Hue is 1.8 times higher than the number of immigrant workers. Many doctors, engineers, and experts choose Hanoi, Ho Chi Minh City or stay abroad to find a more attractive income and working environment. A part of the local labor force is still limited in industrial style, discipline, and ability to adapt to business requirements.

According to the assessment of the Hue City National Assembly Delegation, the objective cause lies in the difficulty of socialization in vocational training and human resource training, and the investment environment is not really attractive to large enterprises. The subjective cause is limited financial resources. Investment in upgrading modern training facilities is still slow, and the remuneration for lecturers and experts is not competitive enough.

“With the absence of large corporations and companies, high-quality job opportunities are limited, and talented human resources find it difficult to develop their abilities. Some training institutions are still confused in building vocational programs that are not closely linked to real needs. Many businesses are concerned about risks, so they limit accepting interns, leaving students with few opportunities to gain experience,” emphasized Nguyen Thi Suu, Deputy Head of the National Assembly Delegation of Hue City.

Perfecting policies suitable for each locality

From the monitoring practice, the Hue City National Assembly Delegation has proposed many solutions to remove bottlenecks, turning the policy of attracting talent into a real driving force. First of all, it is necessary to perfect institutions and policies. Central agencies need to regularly review, supplement and adjust mechanisms on training and using human resources. The strategy for developing high-quality human resources must be closely linked with the socio-economic development strategy, labor market needs and regional development orientation. More importantly, it is necessary to build a special incentive mechanism for talented people, ensuring adequate working, research and living conditions from income, housing, social security to creative environment, so that they can confidently contribute for a long time.

“Instead of leveling, we need to pay fair wages according to market value, open up fair promotion opportunities, and build a transparent and professional working environment. Competent people must be respected, and young intellectuals, overseas Vietnamese, and international experts need opportunities to develop their talents,” Ms. Suu said.

For Hue City, the task is to quickly review policies to attract talent in key areas.

Vice Chairman of the City People's Committee Phan Quy Phuong said: In the coming time, the city will promote cooperation and association programs in training to develop human resources; focus on selecting officials, civil servants, public employees and excellent graduates in the fields of health, education, science and technology. At the same time, build a mechanism to attract and develop a team of scientists and experts in the fields of economics, finance, law, science - technology, education, health; create a favorable working environment for people with doctoral degrees to work in Hue, forming a team of high-quality human resources and leading experts.

According to Deputy Head of the Delegation of National Assembly Deputies of Hue City Nguyen Thi Suu, the Delegation of National Assembly Deputies of the city has proposed that the National Assembly soon amend the Law on Vocational Education, and at the same time supplement policies to attract talents in accordance with the financial capacity of each locality. The Government and ministries and branches need to boldly decentralize and delegate power to localities in designing training and remuneration mechanisms; promulgate policies to support vocational schools in renewing equipment, improving teaching quality; and research specific mechanisms to support medical staff to study to improve their qualifications.
