Proposals have been made to invest nearly 10 trillion VND to combat flooding in Thu Duc City.

To reduce the risk of flooding and improve environmental sanitation in Thu Duc City, the Ho Chi Minh City Urban Infrastructure Investment and Construction Project Management Board has proposed that the city invest 9,933 billion VND (equivalent to 430 million USD) to build drainage infrastructure.

The Ho Chi Minh City Urban Infrastructure Investment and Construction Project Management Board (the Management Board) has submitted Proposal No. 380/TTr-BHTĐT to the Ho Chi Minh City People's Committee proposing investment in the Flood Risk Management Project in Thu Duc City.

A flooded area during heavy rain on National Highway 13, the section passing through Thu Duc City.

The project aims to reduce the risk of flooding in the existing urban core of Thu Duc City and improve environmental sanitation.

To achieve flood mitigation goals, the Project will construct and renovate dikes, sluices, and pumping stations for rainwater drainage and floodwater storage through the construction of retention ponds.

Simultaneously, a drainage system will be constructed to collect rainwater and wastewater. The project will also build a wastewater treatment plant with a capacity of 130,000 m3/day to treat wastewater in Thu Duc City and domestic wastewater generated in the Ba Bo canal area.

The total investment capital for the project is US$430 million, equivalent to VND 9,933 billion, of which US$350 million (equivalent to VND 8,085 billion) is proposed to be borrowed from the World Bank (WB) for the construction of project components, and the remainder is counterpart funding from Ho Chi Minh City for land clearance.

Regarding the implementation schedule, project preparation is expected to take place from 2024-2025. Construction investment is scheduled from 2026-2030. The entire project is expected to be completed and put into operation after 2030.

Upon completion, the project will directly benefit 360,000 people currently residing in the existing Go Dua area and another 1.5 million people living in Thu Duc City.

Regarding this project, the Ho Chi Minh City People's Committee recently sent a document to the Prime Minister, the Ministry of Planning and Investment, and the Ministry of Finance proposing that this project be included in the list of projects seeking loan funding from the World Bank (WB) for implementation in the near future.
