Proposal to establish an Appraisal Council to adjust the master plan of the airport

In this adjustment, Mang Den airport (Quang Ngai) and Van Phong airport (Khanh Hoa) will be considered for inclusion in the Master Plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050.

The Ministry of Construction has submitted a proposal to the Prime Minister requesting consideration and decision on the establishment of a Council to appraise the task of adjusting the overall plan for the development of the national airport and airfield system for the period 2021-2030, with a vision to 2050.

According to the proposal, the Chairman of the Council for evaluating the task of adjusting the National Master Plan for the Development of the Airport and Airfield System will be the Minister of Construction; the Vice-Chairman of the Council will be the Deputy Minister of Construction.

The Council members are representatives from relevant ministries and agencies, including: Finance; Agriculture and Environment; National Defence; Public Security; Industry and Trade; Culture, Sports and Tourism; representatives from the People's Committees of the provinces of Quang Tri, Quang Ngai, and Khanh Hoa; and two independent members who are planning experts.

The permanent body of this Council is the Planning and Finance Department of the Ministry of Construction. The Council is tasked with reviewing and appraising the task of preparing adjustments to the airport system master plan; it is responsible for the appraisal results and reporting the appraisal results to the Prime Minister as a basis for considering and approving the task of preparing adjustments to the master plan.

It is known that the Airport System Planning was approved by the Prime Minister in Decision No. 648/QD-TTg dated June 7, 2023; and the Minister of Construction approved the adjustment according to the simplified procedure in Decision No. 1102/QD-BXD dated July 25, 2025 to add Gia Binh International Airport.

Accordingly, the national airport system for the period 2021-2030 is planned to include 31 airports, with a vision to 34 airports by 2050.

In addition, the plan has also identified a list of 11 potential airports, which will be considered for inclusion in the plan when conditions are met.

Implementing Decision No. 648/QD-TTg, based on the research project on the feasibility of establishing airports at potential locations developed and finalized by the People's Committees of the provinces, the Ministry of Construction (formerly the Ministry of Transport) has compiled and submitted to the Prime Minister for consideration the addition of Mang Den Airport (Quang Ngai) and Van Phong Airport (Khanh Hoa) to the Airport System Planning.

Furthermore, in mid-June 2025, the People's Committee of Quang Tri province also proposed studying and considering adjusting the airport classification of Quang Tri Airport from level 4C to level 4E.

At the end of December 2024, Deputy Prime Minister Tran Hong Ha instructed the "Ministry of Transport to prepare adjustments and additions to the planning for the two airports of Mang Den and Van Phong, and to submit them to the Prime Minister in accordance with the law on planning. When implementing the plan, a comprehensive study and assessment of economic and technical factors must be conducted."

By early May 2025, Deputy Prime Minister Tran Hong Ha had agreed in principle to study and add Mang Den and Van Phong airports to the airport system plan; and simultaneously assigned the Ministry of Construction to review and ensure sufficient grounds for adjusting the plan according to the simplified procedures as stipulated in Article 54a of the Planning Law, in order to approve the adjusted plan and report to the Prime Minister.

Following the above directive, the Ministry of Construction, in coordination with the People's Committees of Quang Ngai and Khanh Hoa provinces, has continued to thoroughly review the regulations in Article 54a of the Planning Law and Clause 2, Article 38 of Decree No. 22/2025/ND-CP dated February 11, 2025.

After review, the Ministry of Construction and local authorities agreed to propose adjustments to the airport system planning to add airports in accordance with the procedures stipulated in Clause 2, Article 54 of the Planning Law, and to coordinate research and development of the planning adjustment task as prescribed.

According to the Ministry of Construction, the proposed adjustments mentioned above have been relatively thoroughly researched by the relevant units (in the project proposals and implementation process), so the procedures for adjusting the airport system plan can be implemented quickly to promptly meet the socio-economic development needs of the locality.

In addition, the Party Committee of the Government also reported to the Central Executive Committee on the policy and direction for adjusting the National Master Plan for the period 2021-2030, with a vision to 2050.

"Based on the policies and directions of competent authorities, the Ministry of Construction will direct its units to continue reviewing and studying adjustments to other contents of the Airport System Planning to ensure suitability in the future," the Ministry of Construction's submission stated.
