Proposal to establish a Council to review and adjust the master plan of the airport

In this adjustment, Mang Den airport (Quang Ngai) and Van Phong airport (Khanh Hoa) will be considered for inclusion in the Master Plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050.

The Ministry of Construction has just submitted a proposal to the Prime Minister to consider and decide on the establishment of a Council to appraise the task of adjusting the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050.

According to the proposal, the Chairman of the Council for Appraisal of the Task of Adjusting the Master Plan for the Development of the National Airport and Airfield System is the Minister of Construction; the Vice Chairman of the Council is the Deputy Minister of Construction.

The members of the Council are representatives of relevant ministries and agencies, including: Finance; Agriculture and Environment; National Defense; Public Security; Industry and Trade; Culture, Sports and Tourism; representatives of the People's Committees of the provinces: Quang Tri; Quang Ngai; Khanh Hoa and 2 independent members who are planning experts.

The standing body of this Council is the Department of Planning and Finance under the Ministry of Construction. The Council is responsible for reviewing and appraising the task of making adjustments to the Airport System Planning; is responsible for the appraisal results, and reports the appraisal results to the Prime Minister as a basis for reviewing and approving the task of making adjustments to the planning.

It is known that the Airport System Planning was approved by the Prime Minister in Decision No. 648/QD-TTg dated June 7, 2023; approved by the Minister of Construction for adjustment according to the simplified procedures in Decision No. 1102/QD-BXD dated July 25, 2025 to add Gia Binh International Airport.

Accordingly, the national airport system in the 2021-2030 period is planned to include 31 airports, with a vision to 2050 to include 34 airports.

In addition, the planning has also identified a list of 11 potential airports, which will be considered for addition to the planning when qualified.

Implementing Decision No. 648/QD-TTg, on the basis of the Project to study the possibility of forming airports at potential locations developed and completed by the People's Committees of the provinces, the Ministry of Construction (formerly the Ministry of Transport) has compiled and submitted to the Prime Minister for consideration the addition of Mang Den Airport (Quang Ngai) and Van Phong Airport (Khanh Hoa) to the Airport System Planning.

In addition, in mid-June 2025, the People's Committee of Quang Tri province also proposed to study and consider adjusting the airport scale of Quang Tri Airport from level 4C to level 4E.

At the end of December 2024, Deputy Prime Minister Tran Hong Ha assigned "the Ministry of Transport to prepare adjustments, supplements and submit to the Prime Minister according to the provisions of the law on planning for the planning of Mang Den and Van Phong airports. When implementing, it is necessary to study and comprehensively evaluate economic and technical factors".

By early May 2025, Deputy Prime Minister Tran Hong Ha agreed in principle to study and add Mang Den and Van Phong airports to the Airport System Planning; at the same time, assigned the Ministry of Construction to review and ensure sufficient grounds for adjusting the planning according to the simplified procedures prescribed in Article 54a of the Law on Planning to approve the planning adjustment and report to the Prime Minister.

In implementing the above direction, the Ministry of Construction has coordinated with the People's Committees of Quang Ngai and Khanh Hoa provinces to continue to carefully review the provisions of Article 54a of the Law on Planning and Clause 2, Article 38 of Decree No. 22/2025/ND-CP dated February 11, 2025.

After reviewing, the Ministry of Construction and localities agreed to propose adjustments to the Airport System Planning to add airports according to the procedures prescribed in Clause 2, Article 54 of the Law on Planning, and at the same time coordinate research and develop tasks to adjust the planning according to regulations.

According to the Ministry of Construction, the above proposed adjustments have been studied relatively carefully by the units (in the Projects and during the project implementation process), so the procedures for adjusting the Airport System Planning can be quickly implemented to promptly meet the socio-economic development needs of the locality.

In addition, the Government Party Committee also reported to the Central Executive Committee on the policy and orientation to adjust the National Master Plan for the 2021-2030 period, with a vision to 2050.

“Based on the policies and orientations of competent authorities, the Ministry of Construction will direct units to continue reviewing and studying adjustments to other contents of the Airport System Planning for suitability in the coming time,” the Ministry of Construction’s submission stated.
