Proposal to increase teachers' salaries by one level for those receiving their first salary increase: What do teachers say?

TPO - Besides the proposal for "highest salaries" and "spending 9,200 billion VND on free education for children of teachers," the draft Law on Teachers adds the content of "increasing the salary by one level for teachers who are recruited and assigned a salary for the first time."

Explaining the proposal, Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Management Staff, Ministry of Education and Training, said that according to surveys, among teachers who have left the profession recently, up to 61% are under 35 years old, and one of the reasons leading to this situation is low income, insufficient to cover living expenses. Meanwhile, young people have many things to worry about such as supporting themselves, taking care of their children, and the need for further education to improve their skills.

At the same time, the salaries of teachers with less than 5 years of experience are currently very low. That is why the Ministry of Education and Training proposes raising teachers' starting salaries by one level, in order to encourage young people to enter the teaching profession. This is also part of realizing the goal of having the highest teacher salaries in the salary scale.

Regarding the draft Law on Teachers which adds the provision "increasing the salary by one level for teachers who are recruited and assigned a salary for the first time," teacher Nguyen Thi Minh, principal of a secondary school in Hanoi, believes that increasing the salary by one level for newly recruited teachers to reassure them about their profession is a humane act.

However, this proposal faces the reality that, while it would benefit new teachers, it would be very detrimental to those who have dedicated many years to the profession.

The principal argued that the current salaries of teachers with less than five years of experience are very low, and that allocating budget for this would be excellent. "Personally, I find the proposal humane and reasonable. While the increase in teachers' income might not be significant, it would be a way to encourage them to pursue teaching and give them peace of mind in their work," Ms. Minh shared.

Ms. Huy Thi Linh, a teacher at a primary school in Hanoi, said she agrees with the proposal to raise teachers' starting salaries by one level. She believes this is a necessary step to help teachers cover their living expenses after graduation.

"In reality, teachers are very happy with the salary increase. But not every teacher can immediately become a civil servant so they can work with peace of mind. Many of my colleagues have become weary and disillusioned with the profession after 17 or even 22 years without being able to become civil servants, remaining contract teachers," Ms. Linh shared.

Teacher Nguyen Thi My Hanh (Hanoi) believes that raising teachers' starting salaries by one level is a necessary step because their current starting salaries are low. Young teachers graduating with such low salaries are more likely to leave the profession for other jobs, and the education sector will not be able to retain dedicated and talented individuals.

Ms. Hanh said that when she first graduated, her teaching salary was only a few hundred thousand dong per month, not enough to cover expenses even in her hometown at that time. But back then, her generation could endure hardship, whereas now, with rising prices, if salaries are too low, it will be difficult for young teachers to stay in the profession.

Ms. Nguyen Thi Thinh, the deputy principal of a junior high school in Phu Xuyen district, Hanoi, personally finds it unreasonable to appoint teachers with many years of experience.

Ms. Thinh argued that if the proposal were implemented, it would create unfairness and inequality for all teachers in the profession.

"Therefore, in my opinion, young teachers should also start from scratch, and higher salaries than other professions will help retain them," Ms. Thinh shared.

Currently, the professional allowance for teachers is set at 25% for university lecturers and 35-70% for preschool and primary school teachers, depending on the category and region of work.

In the government's explanatory report submitted to the National Assembly Standing Committee at the 38th session, there was an assessment of the regulation that newly recruited teachers, upon initial salary classification, are entitled to a one-step increase in their salary within the administrative and public service salary scale system.

According to reports from localities, as of May, the number of teachers recruited for the 2023-2024 school year was 19,474. Of these, 5,592 were for preschool, 7,737 for primary school, 4,609 for lower secondary school, and 1,536 for upper secondary school.

"If the policy of increasing salaries by one level in the administrative and public service salary scale system is implemented, the State budget would need to supplement approximately 22 billion VND/month to pay teachers' salaries, meaning an additional 264 billion VND would be needed annually," the report stated.
