Teachers receive financial support for training to meet the required qualifications.

Teachers who are required to upgrade their qualifications and who have independently pursued further training and received a certificate since July 1, 2020, and non-public preschool teachers in areas with industrial zones, will have their training tuition fees reimbursed.

The government has just issued Decree No. 311/2025/ND-CP amending and supplementing a number of articles of Decree No. 71/2020/ND-CP dated June 30, 2020, stipulating the roadmap for implementing the upgrading of the training standards for preschool, primary, and secondary school teachers.

Decree No. 311, recently issued, amends and supplements the methods for upgrading teachers' qualifications to the required standard. Accordingly, the bidding method is abolished, while the method of assigning tasks and placing orders with training institutions according to approved plans is retained.

At the same time, the regulations were amended to allow teachers to proactively register for admission to public training institutions according to the admission regulations issued by the Ministry of Education and Training for majors or specializations where the locality does not have the conditions to open classes through the assignment or ordering method.

The regulations are supplemented to include provisions for paying training fees for teachers (eligible for training under Decree 71) who have independently pursued further education and received diplomas since July 1, 2020, but whose training fees have not yet been reimbursed by their agencies or units.

Decree No. 311 also adds a regulation stating that during the implementation of the roadmap to raise the standard of training, preschool teachers who have not yet met the standard of training, have a labor contract with the legal representative of a private preschool in an industrial zone, and are directly caring for and educating children in a daycare/kindergarten group with at least 30% of the children being children of workers and employees working in the industrial zone, are entitled to the policy as prescribed by the Government on the development of preschool education (minimum support level of 800,000 VND/person/month).

To effectively implement Decree No. 311, localities need to allocate funds and establish a roadmap (from now until December 31, 2027) to cover training costs for teachers who have self-funded their studies and received diplomas since July 1, 2020.

The 2019 Education Law introduced significant changes to teacher training standards. For example, preschool teachers previously required a vocational diploma, but now it requires a college degree; primary school teachers have been upgraded from a vocational diploma to a university degree. This has led to teacher shortages in many localities, but also creates recruitment bottlenecks as they are forced to recruit teachers who meet the required training standards. Many teachers who do not meet the standards have to self-study to upgrade their qualifications, with preschool and primary school teachers accounting for the highest percentage.
