On the afternoon of August 1, a representative of the Traffic Police Department said that in the first 6 months of the year, accidents involving trucks and passenger cars accounted for one-third of the total number of accidents, causing serious damage to people and property. Faced with this situation, the unit proposed to reorganize traffic in the direction of separating speed lanes, and at the same time prohibit trucks from traveling on lanes close to the median strip.
Organized in two phases
In phase 1 , speed lane and vehicle flow separation are implemented as follows:
Hanoi - Hai Phong Expressway (from Km0+000 to Km105+417):
- Lane 1 (inner left lane, close to median strip) : maximum speed 120km/h, minimum 90km/h; trucks are prohibited .
- Lane 2 (middle lane) : maximum speed 100km/h, minimum 80km/h; all cars are allowed to circulate .
- Lane 3 (outermost lane, next to the emergency lane) : maximum speed 100km/h, minimum 60km/h; all cars are allowed to circulate .

Phap Van - Cau Gie Expressway (Km182+300 to Km211+250) :
- Lane 1 (inner left lane, close to median strip) : maximum speed 100km/h, minimum 80km/h; trucks are prohibited .
- Lane 2 (middle lane) : maximum speed 100km/h, minimum 70km/h; all cars are allowed to circulate .
- Lane 3 (outermost lane, next to the emergency lane) : maximum speed 100km/h, minimum 60km/h; all cars are allowed to circulate .

In phase 2 , the speed lane division will continue to be maintained as in phase 1, but the scope of the ban on both trucks and passenger cars will be expanded to include the lane next to the median strip (lane 1) on both of the above-mentioned expressways.
The Traffic Police Department also requested the Vietnam Road Administration to fully install maximum and minimum speed signs, truck prohibition signs, and lane separation signs on the pilot routes. In addition, speed and lane information will be painted directly on the road surface, periodically repeated every 15-20km. The work of checking and repainting faded or peeling lane lines is also required to be implemented early to ensure effective traffic organization.
