The Government proposes that with the planned defense and security land areas removed from defense and security land, in accordance with construction planning, urban planning, housing development programs and plans, priority should be given to the Ministry of National Defense and the Ministry of Public Security to organize and implement commercial housing projects.

This project will give priority to sale, lease, and hire-purchase to officers and soldiers of the armed forces; the remaining area of ​​houses and land (if any) will be sold, leased, or hire-purchased to other customers in need according to the provisions of law.

The inspection agency noted that it is necessary to strictly control to ensure that no land use purpose is converted for rice fields, special-use forest land, protective forest land, production forest land, national defense land, and security land on large areas, affecting environmental protection, food security, national defense security, and social order and safety.

In addition, there are concerns that allowing agreements to receive land use rights other than residential land to carry out commercial housing projects will lead to a price fever for agricultural land and other types of land. This may cause many difficulties for people and businesses in production and business, due to insufficient access to serve production and business purposes and difficulties for the State when it needs to reclaim and compensate for land.

Therefore, the review agency believes that the scope should be limited and the conditions for implementing the pilot program should be more strictly regulated in order to assess the resulting consequences and take timely measures to address any shortcomings during the pilot implementation.

The Economic Committee also proposed to clarify the implementation principles in cases where there are many projects proposed for pilot implementation, especially in some localities where many projects are stuck, such as Hanoi and Ho Chi Minh City.
