If I forget my health insurance card when going to the doctor, will I still be paid?

Medical examination and treatment fees are paid directly by health insurance.

Regarding the rights of health insurance participants like Ms. L, a representative from the Social Insurance agency stated that, according to Clause 4, Article 30 of Government Decree No. 146/2018/ND-CP dated October 17, 2018, individuals with health insurance cards who seek medical treatment at their initial registered health insurance facility but do not present their health insurance card will have their medical expenses directly reimbursed by the Social Insurance agency.

Social insurance will reimburse actual costs within the scope and level of health insurance benefits, but not exceeding 0.15 times the basic salary at the time of examination and treatment for outpatients, and not exceeding 0.5 times the basic salary at the time of discharge for inpatients.

Integrating health insurance cards into the Citizen Identity Card or the VssID application makes it more convenient for people to access medical services.

To process the claim, patients covered by health insurance need to bring their documents to the district-level Social Insurance agency where they reside. The documents include: Photocopies of the following (bring the originals for verification): health insurance card, identification document with photo; medical examination form or medical record book for the treatment for which payment is requested; original invoices and related documents.

In principle, the health insurance fund covers the costs of medical examinations and treatments covered by health insurance (medicines, medical supplies, technical services) according to the list and prices stipulated by the Ministry of Health . Therefore, health insurance participants will have their expenses reimbursed by the social insurance agency within the scope of coverage of the health insurance fund and the benefit level indicated on their health insurance card.

For any difference in costs resulting from medical examinations and treatments at designated healthcare facilities (if any), the health insurance participant must pay for them themselves.

It is possible to integrate health insurance cards into citizen identification cards.

In accordance with Decision 1911 of the Prime Minister, the Ministry of Public Security has coordinated with the Vietnam Social Security to synchronously deploy data from the national insurance database and the national population database, integrating health insurance card information into citizen identification cards, serving citizens and medical agencies in verifying citizen information when seeking medical examination and treatment at medical facilities.

Some points to note when integrating health insurance information into the national identity card: The health insurance card must still be valid; the national identity card must have a QR code; the information on the national identity card and health insurance card must be accurate.

How to integrate health insurance cards and citizen identification cards :

- Citizens only need to bring their valid ID card and health insurance card to the nearest Social Insurance agency to request integration. After integration is complete, they will receive back their ID card with integrated health insurance information.

- Citizens can integrate their health insurance information into their chip-embedded identity cards online via the Vietnam Social Security Public Service Portal website using the "Change Citizen ID Number" function on VssID.

This method is applied in cases where citizens have registered to use the VssID application before receiving their 12-digit chip-embedded identity card.

After citizens successfully update their chip-embedded identity card information on the system, their health insurance card data will be automatically integrated into the chip-embedded identity card. At this point, citizens can use their chip-embedded identity card for medical examinations and treatment.

- Workers can use the VssID application to integrate their health insurance card into their chip-embedded identity card if they already have a 12-digit chip-embedded identity card but have not yet registered for VssID.

When registering for a VssID account using a chip-embedded identity card, the individual's health insurance card will be automatically integrated into that individual's identity card.
