The project of inter-level primary and secondary boarding schools in the border communes of Nua Ngam, Na Bung and Sam Mun are 3 of 9 projects assigned by the People's Committee of Dien Bien province to be implemented in 2025 according to the policy of the Politburo on building inter-level boarding schools in 248 border communes across the country (Dien Bien province has 15 border communes).

Accordingly, the Sam Mun Commune Primary and Secondary School project was built in Na Vai village, with an area of about 5.32 hectares, with a total investment of 200 billion VND. The project includes main items: Board of Directors' house, library; 2 rows of subject classrooms with 14 rooms; 3 rows of boarding houses, with 108 rooms to accommodate about 70% of the school's students; dining room, kitchen, multi-purpose house combined with swimming pool, teachers' housing area, artificial turf football field and other auxiliary items.

The Nua Ngam Primary and Secondary School Project was built in Ten Nua village, covering an area of 6 hectares, with a total investment of more than 215 billion VND from the central budget. The project is modernly designed, including 31 classrooms, 14 subject classrooms, a library, a student dormitory, a teacher's residence, a multi-purpose house, an administrative block and other auxiliary items such as a sports field, electricity, water, lighting, fire prevention and fighting systems, etc.
Speaking at the groundbreaking ceremony of the Sam Mun Primary and Secondary School, Mr. Vu A Bang, Vice Chairman of the People's Committee of Dien Bien province, emphasized: "Over the years, the Party, the State and the province have always paid attention, invested and prioritized education, especially in border areas, remote areas. In 2025, Dien Bien province is honored to be selected by the Politburo to invest in building the Si Pa Phin Primary and Secondary School, along with 9 primary and secondary schools."

To organize the implementation of the investment work, Mr. Vu A Bang requested the Department of Education and Training of Dien Bien to be proactive and resolute in closely following the progress, as well as the goals and principles of the project for effective implementation. In particular, apply and closely coordinate with relevant units, departments, branches and localities to well implement the investment procedures; ensure the quality of the project, with the spirit of "clear people, clear work, clear responsibilities, clear time".

Mr. Nong Quang Thang, Chairman of Nua Ngam Commune People's Committee said: "The investment in building the Nua Ngam Primary and Secondary School plays an important role in the education of the border area, opening up better learning opportunities for students of all ethnic groups. Nua Ngam Commune requests that construction units focus on human resources and equipment, ensuring progress, quality and safety of the project; the government and people will continue to coordinate and create favorable conditions for the project to be completed soon."

All three projects are expected to be completed in August 2026 to serve the 2026-2027 school year. When completed and put into operation, the projects will create new momentum for educational development, promote the transformation of the border area, contribute to realizing the goal of sustainable development, and improve the lives of people in border communes.
PLAN TO BUILD BOARDING SCHOOLS IN BORDER COMMUNES IN DIEN BIEN
Dien Bien Provincial People's Committee launched the Campaign to build schools for 15 border communes, implementing Conclusion No. 81-TB/TW of the Politburo and Resolution 298/NQ-CP of the Government.
- In the 2025-2026 period, the province will build 10 new primary and secondary boarding schools for ethnic minorities in the communes of Thanh Nua, Sin Thau, Quang Lam, Na Bung, Nam Ke, Thanh Yen, Muong Nha, Nua Ngam, Sam Mun, and Si Pa Phin; to be completed before August 30, 2026.
- In the 2026-2028 period, continue to build the remaining 5 schools in Na Sang, Muong Cha, Muong Pon, Muong Nhe, Na Hy, striving to have 15/15 schools in border areas by 2028.
The schools are designed to be modern, sustainable, suitable to national culture, with full infrastructure, public housing and student dormitories.
The campaign is associated with the movement "The whole country for beloved border students", mobilizing central and local budgets and socialized resources, demonstrating the determination to care for education and sustainable development of the border areas of the Fatherland.
