The PEA-KPG delegation from Japan was led by Mr. Hiroshi Shizawa, Director of the Water Supply and Drainage Department, along with technical experts in the field of water supply.
On the side of Lang Son province, Ms. Trinh Tuyet Mai, Director of the Department of Foreign Affairs chaired the meeting. Also attending were Mr. Nguyen Duy Dong, Deputy Director of the Department of Construction, representatives of the Department of Finance and Lang Son Water Supply and Drainage Joint Stock Company (LSW).
At the meeting, the two sides focused on discussing issues related to the extension of the "Memorandum of Understanding between PEA-KPG, Japan and Lang Son Provincial People's Committee, Vietnam on Technical Cooperation in the field of water supply" signed in 2018. Cooperation activities between Lang Son Provincial People's Committee and PEA-KPG mainly focus on technology transfer in the field of water flow control, through the following activities: training LSW staff; sending experts to Lang Son for technical support; exchanging documents, experiences, technical instructions; developing water flow control plans.
According to LSW's report, during the implementation phase of the Memorandum of Understanding, 08 employees, managers and leaders of LSW, 01 officer of the People's Committee of Lang Son city (old) and 01 officer of the Department of Planning and Investment (now the Department of Finance) attended a direct training course in Kanagawa - Japan, contributing to the effective operation of the water supply system, reducing the company's losses according to the roadmap.
Ms. Trinh Tuyet Mai, Director of the Department of Foreign Affairs, emphasized: The close coordination between agencies and enterprises of the two sides in recent times has brought about many positive results in many fields such as clean water supply; exchange of documents, experiences, technical guidance; training and development of human resources. That is the basis for the two sides to continue to consider, consider extending, signing new or amending the Memorandum of Understanding in the coming time.

Representatives of the leaders of the agencies attending the meeting highly appreciated the results achieved in the cooperation between LSW and PEA-KPG in particular, between Lang Son province and Kanagawa and Lang Son province in general; expressed the wish that Kanagawa province continue to have a training program for the following years in the field of "Prevention of loss and Control of non-revenue water"; continue to maintain experience exchange and technical support through the training cooperation program in the form of online meetings and emails to improve the effectiveness of the achieved goals in the period 2017-2025; organize for technical staff of the two sides to visit and work directly (01 trip/1-2 years); further promote cooperation not only in clean water supply but also in many other fields such as environment, waste treatment, human resource development, technology transfer; hope to receive consultation and experience sharing from Kangawa province in planning Lang Son province for the period 2026 - 2030, especially for water supply and drainage scenarios, urban planning and expressed hope to continue to maintain long-term cooperation, initially until 2030.

Speaking at the meeting, Mr. Hiroshi Shizawa, Director of the Water Supply and Sewerage Department of PEA-KPG, Japan, commented: After 7 years of implementing the Memorandum of Understanding between the two sides, Lang Son province has achieved new progress in the fields of cooperation with Kanagawa, especially the quality of clean water supply of the province has been significantly improved, contributing to the province's ability to operate more independently, no longer depending too much on the support of PEA-KPG. He hopes that in the coming time, not only between LSW and PEA-KPG but also Lang Son and Kanagawa provinces will maintain cooperation in all fields. Regarding the proposal on the form of extension of the Memorandum of Understanding and other areas of expanded cooperation in the future, he will actively promote, report to the Governor of Kanagawa province and provide feedback to Lang Son province in the coming time./.
