Online meeting between the Department of Foreign Affairs of Lang Son province, Vietnam and the Committee for Information and Communications Technologies of Saint Petersburg city, Russian Federation

On November 28, 2025, at the headquarters of the Department of Foreign Affairs of Lang Son province, Ms. Trinh Tuyet Mai, Director of the Department chaired an online meeting with the Information and Communications Technology Committee of Saint Petersburg city, Russian Federation. Attending the meeting on behalf of Lang Son province were representatives of the Department of Science and Technology, VNPT Lang Son. On behalf of Saint Petersburg city, there were Mr. Dimitry Kuzmin, Vice Chairman of the City Information and Communications Technology Committee and representatives of the City Foreign Affairs Committee.

At the meeting, Ms. Trinh Tuyet Mai, Director of the Department of Foreign Affairs, thanked the thoughtful and respectful reception of Saint Petersburg city for the Lang Son province delegation during the working program in Russia last October, and highly appreciated the sharing of the Foreign Affairs Committee and the Information Technology and Communications Committee of Saint Petersburg city at the working session on the city's international cooperation orientations; Ms. Trinh Tuyet Mai, Director of the Department of Foreign Affairs, also wished to propose promoting the contents that the two sides discussed at the working session such as: Cooperation in the field of science and technology; promoting cultural exchange activities - tourism and trade promotion; enhancing exchange activities, exchanges and long-term cooperation between the two localities.

Speaking at the program, Mr. Hoang Minh Tuyen, Head of Digital Transformation Department, Department of Science and Technology informed about the development of science and technology in Lang Son as well as proposed cooperation on key content groups: Cooperation in dialogue with people through public services and open data, services developed based on the city's open data; Data-based urban management and development; Strengthening digital education ; Production of reliable digital infrastructure components; Smart and safe city; proposal on information technology training through the Center for Leadership and Advanced Development (CLAD) project between Lang Son province and Saint Petersburg city.

Mr. Dimitry Kuzmin, Vice Chairman of the Information and Communications Technology Committee of Saint Petersburg city, thanked Lang Son province for arranging time to attend the working program. Here, he and the experts of the Committee informed the province about the digital transformation situation in Saint Petersburg city, the potential and strengths of information technology of the city, as well as introduced and provided detailed information about the Center for Leadership and Advanced Development (CLAD) Project, a project developed by the Saint Petersburg city government, aiming to train human resources for the Information Technology industry and develop international cooperation in the field of Information Technology for localities.

Also at the program, the two sides exchanged and discussed related to key cooperation contents. Ms. Trinh Tuyet Mai, Director of the Department of Foreign Affairs, also suggested that in the coming time, the Information Technology and Communications Committee of Saint Petersburg city continue to pay attention to and support Lang Son province in training, technology development, and digital transformation./.
