On the afternoon of October 24, at Vinh Phong commune, a working delegation from the Ministry of Home Affairs, led by Deputy Director of the Department of Wages and Social Insurance Nguyen Van Du, worked with three communes: Vinh Phong, Vinh Thuan, and Vinh Binh (An Giang) on ​​the implementation of the two-level local government model.

According to reports from the communes, after nearly 3 months of operating the two-tier local government model, the government apparatus has basically stabilized and operated effectively. However, there are still some difficulties in the implementation process. Some new tasks have arisen but there are no specific instructions, causing confusion in implementation.

Due to the large workload and high time pressure, a number of officials and civil servants still face difficulties in arranging and processing work. When officially put into operation, some documents have expired, but there are no new documents to replace them; some project programs are slow to implement due to waiting for instructions and capital allocation from superiors.

Chairman of Vinh Thuan Commune People's Committee Huynh Ngoc Nguyen reported on the difficulties the commune encountered when implementing two-level local government.

Representatives of the three commune leaders shared more about the difficulties and problems of the local government after the merger, especially the huge pressure of work. Some communes still have difficulties in terms of facilities and unsynchronized technical infrastructure; lack of specialized staff in some departments and offices; some administrative procedures have been decentralized, but related records and data have not been synchronized, thus affecting the progress of work settlement.

Speaking at the working session, Deputy Director of the Department of Wages and Social Insurance of the Ministry of Home Affairs Nguyen Van Du highly appreciated the proactive and quick approach to the work of operating two-level local government of the communes.

At the same time, it is recommended to continue to seriously, synchronously, effectively and promptly implement the directions of the Central and provincial levels on building two-level local governments. Localities need to flexibly organize their apparatus, ensuring unified, smooth, effective and efficient operations. Contents beyond their authority will be synthesized and proposed to higher levels for consideration, in order to improve the operational efficiency of commune-level governments in the coming time.
